"I was in Wales, on December 14, 1986. I went up on top of the Eagle tower in the Caernarvon Castle. I was overlooking the Irish Sea toward the North Sea. Norway, Sweden, Denmark, the tip of Scotland, Greenland, Iceland are in that area.
All of a sudden I was up above the earth looking down upon the earth like a globe. As I looked down on the earth, I saw a massive amount of all kinds of ships and airplanes. They were coming from up above Norway, out of this inlet. They headed down between the United States and Europe. They literally covered the whole Atlantic.
Then I wanted to see what was happening to the United States. I looked over and I saw coming out of the United States these radio communication towers. I saw the jagged lines like they draw to show that communications are coming out. Suddenly, as I was looking down on them, they began to sprinkle down on the earth like dust.
I thought "Oh no! They are not getting through! They are not getting through. They don't know what is happening! They are totally oblivious!"
Then I began to see all of these submarines emerging from under the surface. I was surprised at how close they were to our borders! They were in our territorial waters! Then I saw the missiles come out of them! They hit eastern coastal cities of the United States. I looked over across the country where my family was over in the northwest and I saw the submarines. I saw the missiles coming out and hitting the western coastal cities.
I cried out and I said, "Oh God! Oh God! When will this be, and what shall be the sign of its coming?"
I heard an audible voice speak to me and say, "When Russia opens her doors and lets the masses go, the free world will occupy themselves with transporting, housing, feeding, and caring for the masses, and will let down their weapons and cry peace and safety. Then sudden destruction will come. Then is when it will come."
That was December 14, 1986. Glastnost and Perestroika were unheard of at that time!
Ezekiel 38:10-12 says," Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought: And thou shalt say, I will go up to the land of unwalled villages; I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates, 12 To take a spoil, and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land." When Boris Yeltsin visited America, he said he liked the heartland area the Best!

These 4 visions are the most scripturally sound and accurate of any visions that I have ever heard. The value of any prophetic warning of judgement is BEFORE the event. These visions present a clear picture of how America will be destroyed as Russia is used as G-d's instrument of judgement for the sin of America. It gives tremendous direction and encouragement to the people of God. In addition to the HOW it gives a good indication of WHEN. The time to see and review these visions is NOW.

Introduction:

It must be pointed out that the following prophetic word fails to adress that America will be destroyed AT THE SAME TIME, in this soon coming war in Israel.

Amos 3:7 Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets. Who are these prophets?

We know it is about time for Elijah and Moses. Who are these prophets? Regardless, how unpopular it may be, today, I would affirm that Brother RG Stair has been raised up as THE voice of the last day prophet of God. Is he the only prophet? NO!

However, I listen intently to his confirmation of whatever words the other prophets and/or propehtesses may speak. I need to also make it clear that there is no such thing women prophets. Women are out of order to claim offices which the Authorized English scriptures preclude from them. Such people as Joyce Meyers, Marylyn Hickey, and Gloria Copeland have no idea of the destruction their "Teaching & Preaching ministry" is doing to the Body of Messiah.

In addition to Brother RG Stair, here are the prophets that I carefully hear: Henry Gruver, Jonathan Hansen, Monte Judah, Sam Marrs, Dan Bohler, Tom Carlson, Marvin Byers, Kieth Davis, and Bob Jones. The only prophetess that I hear is Nita Johnson. You judge if you should hear what the Lord gives me to speak.

Most of these people are careful about saying, "Thus saith the Lord." I respect that. I say "Thus saith the Lord," when I am reading or quoting the Authorized English scriptures.

What follows this introduction is important. However I must make an introductory judgement on this prophetic word. There were 2 or 3 sentances which I saw to conflict with the written word of God and will not reprint. There are no copyrights in the Kingdom and there are not supposed to be any lawsuits. Therefore I have no concern that Nita, Bob, or Kieth would sue me. You may go to their www site to see what I have omitted. I would welcome their rebuke if they could possibly show me the error in my judgement of the necessary omission of a couple sentences.

FIRST UPDATE: PROPHETIC IMPLICATIONS OF THE NEW LEADERSHIP IN ISRAEL - Update Bob Jones, Nita Johnson and Keith Davis - June 5, 1999

As many already know, we are entering a time of heightened spiritual activity with many decisions and actions being taken with far reaching implications. This is especially true in Israel and the recent elections. Now more than ever before, the church must fervently intercede on behalf of the natural seed of Abraham and the land of Israel. Thankfully, the Lord has given prophetic insight into the > recent elections in Israel and the manner in which it will affect the plans of God. This will also aid us in praying with greater precision. In April 1998 Nita Johnson published a vision that she received while ministering in Australia. In the experience she was instructed that a new leader would be elected as prime minister of Israel. She was told that this new leader would be representative of the "Union" party. In the vision, a prophet approached this new leader stating "you are the leader of the 'Union' party and that is prophetic; for God says... now the 'Union Ant' is going to invade Israel." As the prophet spoke these words in the vision, terror gripped her heart and the heart of the new Israeli leader. Both knew the "Union Ant" was indicative of the United Arab Nations. The Arab nations have been poised for war for quite some time. Weapons of war have been filtered into their possession to fulfill their desire for the removal of Israel from the land promised to them by God through Abraham. One of the leaders in the PLO was quoted in the Jerusalem Post as saying, "Israel is deluding itself if it thinks there will be a peace without giving the Palestinians Jerusalem as the capital of an independent Palestinian state... we now have 30,000 AK-47 submachine guns to back up our threat. If the Israelis do not give us Jerusalem... we will renew the intifada--- we will renew the uprising against Israel."

Although the Lord has not spoken with "Thus Saith the Lord", it seems apparent through revelations that He has spoken, there is a very real possibility for war in Israel before the year 2000. This would not be the great war prophesied in scripture but a forerunner setting the stage for the great battles foreseen by the Biblical prophets. This military confrontation will result in great loss of life and devastation for both the Arabs and Israel. However, Israel will not be defeated. Now these are the nations which the LORD left, to test Israel by them ({that is} all who had not experienced any of the wars of Canaan; only in order that the generations of the sons of Israel might be taught war, those who had not experienced it formerly). These nations are: the five lords of the Philistines and all the Canaanites and the Sidonians and the Hivites who lived in Mount Lebanon, from Mount Baal-hermon as far as Lebo-hamath. They were for testing Israel, to find out if they would obey the commandments of the LORD, which He had commanded their fathers through Moses. (Judges 3:1-4)

The restoration of Israel to her homeland was not a political mandate but a spiritual directive from the very Word of God. The Scriptures emphasize that heaven and earth may pass away, but God's Word cannot fail. Therefore, to consider relinquishing that heritage would be contrary to the mandate of scripture and an offense against the Lord. This passage of scripture in Judges 3 discloses how the enemies of Israel were allowed to remain in the land to test Israel to determine her willingness to faithfully believe the promise of God.

Historically, when Israel entered into unbelief or idolatry, the chastening hand of God intervened to direct her back into perfect fellowship with Him. When all other discipline failed, the Lord allowed War as a final solution to accomplish His purpose. He allowed the enemies of Israel to rise up against her resulting in the repentance and heart cry of the people for a deliverer. The Lord would then raise up within Israel a deliverer to defeat the enemies turning the heart of the people back to God in the process.

This scriptural pattern applies even to modern Israel and is imminent as a measured judgement to both the Arab and Jewish people. Israel and the church must understand both the kindness and severity of God.

The potential for military conflict in Israel remains great despite the wishes of her new leader to join Israel in a peaceful resolution. Ehud Barak has been a great commander for Israel and his motive is good, yet the means for achieving a peaceful solution can be found only in God and His Word. Yielding the land of Israel through a political covenant will never receive the Lord's blessing. The Creator of Heaven and Earth promised the restoration of Israel to her land and He is more than able to fulfill it. Israel must return to her absolute faith in God as her Redeemer displaying all of His redemptive attributes in her behalf.

Like the Israelites of Joshua's generation, modern Israel must come to the absolute realization that maintaining her promise from God does not depend upon the multitude and bravery of its own fighting men. Instead, Israel must rely foremost on the might of God which can be possessed only so long as they remain faithful to God. (This realization must be experienced in the Church as well.) It is through this conflict over land and the full restoration of the promised heritage that Israel will rediscover the Lord as her Source. Necessity and hardship teaches a people to pray. Historically, the distress of Israel brought about by the Canaanites was chastisement from God, through which He desired to restore to Himself the rebellious and instruct Israel in the fulfillment of their covenant duties. The same is applicable today.

Ultimately, Israel's victory will result in increased intervention by the United Nations imposing greater hardship and persecution through political policy-making decisions. Israel's victory against the Arabs will cause the entire world to look upon her with increased ridicule and disdain. The physical devastation and loss of life by the Arabs will be unfavorably portrayed by the liberal media causing the already biased views of world opinion to escalate against Israel. This will result in an international coercion of Israel to enter into a misguided peace accord. The Lord specifically spoke to Nita expressing His intent to restore the ministry of the prophet, lifting His Voice in Israel as "Watchmen on the Wall" once again calling the people back to God and the way of righteousness. Bob Jones has prophetically foretold since in 1996 the plans of an evil Spirit identified as Basilisk to destroy the covenant people of God through natural disaster, famine, earthquake and war. This is especially true in Israel. The plans of this evil spirit were expounded upon in subsequent revelations given to both Bob and Nita Johnson. Bob was also shown in a recent prophetic experience the seven greatest targets of the enemy for the immediate future; not surprisingly, Israel is foremost on that list. Recent election decisions bring the reality for war one step closer. The Lord loves the Arabs and desires that they come to the knowledge of the Truth. However, He does not love their intentions to drive the covenant people of God from the land promised to them as their heritage through Abraham, Isaac, and Jacob.

All Christians are aware of the great fulfillment of prophecy with the restoration of Israel to her homeland in 1948 and Jerusalem as her capital in 1967.

Unfortunately, some in Israel have been too willing to give up this heritage for a shallow covenant of peace that Israel's enemies have no intention of honoring. Israel must return to her absolute faith and trust in God as her deliverer, not the covenants of man. Benjamin Netanyahu is a good man and a great leader. He has been publicly portrayed in the media as an enemy to peace because he has been unwilling to yield to the political pressure placed upon him to freely exchange the precious land of Israel for a pseudo-peace. He is not an enemy of peace nor the people of Israel. This new leader being allowed in Israel will not be the blessing that some may think. Nonetheless, the Lord has allowed his election to serve His purposes. Ehud Barak, the newly elected Prime Minister of Israel, is leader of the Labor Party which has often been referred to as the "One Israel" party. Additionally, the name Ehud (in the biblical text-Judges 3-4) means "Union" or "Undivided". This seems to validate him as the leader being referred to in Nita's vision. The name Barak means "lightning" which very often denotes judgment. (2 Sam 22:14-15 "The LORD thundered from heaven, and the Most High uttered His voice."And He sent out arrows, and scattered them, lightning, and routed {confused, discomforted, troubled, consumed} them.) Barak has referred to his party as the "One Israel" party because it is his desire to bring an alliance to Israel between the Jews and Arabs, thereby producing peace. Though his purpose is to bring public security, it will only bring greater conflict and military confrontation ultimately leading to all out war. The Lord has allowed him into office as a prophetic statement to Israel that war is coming, even imminent. The Jerusalem Post reported, "the only way Prime Minister-elect Ehud Barak can effectively pursue the peace process while maintaining the national unity we so desperately need is by jumping now to truly final-status talks... while in the case of the PLO, Barak is being pressed to withdraw first, negotiate later." Barak, speaking to the press after his election repeated his promise to be "a prime minister for everyone, for all those who voted for me, for those who did not...for the Orthodox and secular, for old timers and new, for Jews and Arabs--- I will be prime minister for all the people of Israel." The intention of this new leadership is to produce unity for all of the occupants of Israel with the hopes of peace. Unfortunately, the un-holy alliance and unrighteous concessions will only result in greater conflict leading to military confrontation. The Lord is revealing this to us so that we as the believing Church can begin now to intercede on behalf of Israel asking for the grace to be released bringing God's perfect purpose into view. Over the past several years Satan has attempted to prematurely bring about military confrontation before its ordained time. Thankfully, that has not occurred thus far. However, it is apparent that the confrontation is imminent and will result in a divine purpose emerging. It will serve as a catalyst to greater unity among the Jewish people and will also give rise to Israel's "mighty men of valor". These events will also reveal to the Jewish people that their only hope is in God as their deliverer and source. They will see with striking clarity how quickly the entire world can turn against them and also see areas of preparation needed to defend herself. For those reading this article with a calling and commission to intercede specifically on behalf of Israel, this will be a time of increased fasting and prayer. Each individual believer is admonished by Scripture to pray for the peace of Jerusalem. However, some are specially called and equipped to engage in spiritual warfare on behalf of the Jewish people and the land of Israel. Those with this specialized calling will encounter increased spiritual opposition in this battle, yet do not lose heart for the Lord will give the victory. Even those that are called to pray for the Arab people will also be greatly involved in seasons of intercession. Even so, the spiritual destiny of Israel and the Jewish people in their own homeland cannot be averted despite the opposition.

Analysis: Russia Mobilizes, America Sleeps

LONDON AND WASHINGTON -- Bill Clinton's use of NATO forces to bomb
Yugoslavia could trigger global war.
Over the weekend, Chinese Premier Zhu Rongji hinted that the crisis in
Kosovo could lead to a world war. At the same time, Russia -- a long-time
ally of the Serbs -- has begun a large-scale mobilization of its military
forces.

While NATO countries are engaging in military operations, not one Western
country is mobilizing for a larger war, as is Russia.

THE NEW STRATEGIC PARTNERSHIP OF RUSSIA AND CHINA

NATO's soporific reaction to Russia's mobilization should also be viewed,
not in the context of the Yugoslavia bombing, but in the broader context of
the new China-Russia relationship -- one that has dramatically altered the
balance of power in the world.

In November 1998, Russia and China officially formed a "strategic
partnership." According to the official Chinese news agency, this
partnership is meant to challenge the "perceived global dominance of the
U.S." In plain English, the primary enemy Russia and China plan to fight is
the United States and its allies.

Together, Russia and China have the world's most powerful military,
including over 30,000 nuclear weapons, armies of 6 million men with hundreds
of battle-ready combat divisions, and thousands of tanks. Their new alliance
should have rung warning bells throughout the world. Instead the Western
media, Clinton and other Western leaders have ignored it, continuing to
insist that Russia and China are our "friends."

WHILE CLINTON DIDDLES, RUSSIA AND CHINA PREPARE FOR WAR

In recent months, Russia and China have jointly demilitarized their
2,500-mile border. Three hundred Russian combat units were withdrawn from
the Chinese frontier. A similar number of Chinese units were withdrawn.

China has also been rapidly building up its ballistic missile forces
opposite Taiwan -- forces that could be used against the U.S. military in
the Far East. An attack against Taiwan could come at any time. Carl Ford of
the Heritage Foundation, testifying before the Senate Foreign Relations
Committee on March 25, said that the Chinese People's Liberation Army (PLA)
has changed its military strategy from one of a slowly-developed assault and
blockade against Taiwan, to "more intense, quick-hitting attacks using
ballistic missiles."

For many years, Russian military theory has held that ballistic missile
weapons can be used to accelerate attacks, allowing for rapid victories over
powerful opponents. The Chinese missile buildup together with its shift in
military strategy suggests that China's generals have fallen under the spell
of Russian military theory.

At the same time, the Russian units moved off the Chinese border are now
free to threaten Europe.

As the NATO bombing began, Russia talked of moving heavy bombers and
tactical nuclear weapons into Belarus, the traditional invasion route from
Russia to Europe.

Still, NATO is oblivious to the tremendous shift in the global balance of
power caused by the new Russia-China military alliance.

NORTH KOREA JOINS THE RUSSIA-CHINA AXIS

There are strong indications that the Russia-China alliance also includes
other sworn enemies of the West, including the North Korean military
dictatorship. During the Korean War, tens of thousands of Chinese troops
fought against the US in support of the North Korean dictatorship, and China
continues to be North Korea's principal ally. It is virtually unthinkable
that the North Koreans would launch a new war against South Korea or the
West without Chinese approval and support.

In the past year, North Korea has become increasingly bellicose, repeatedly
threatening to launch nuclear weapons against US cities if we interfere with
their activities on the Korean peninsula. In just the last month, Korea has
also deployed a new three-stage missile capable of hitting most US cities.

A major obstacle in any war launched by North Korea is America's ally,
Japan. According to the nationally circulated Japanese newspaper Sankei, on
March 23, North Korea used a naval diversion to cover the insertion "dozens"
of special operations commandos into Japan. According to unidentified
sources, these North Korean infiltrators are trained in the sabotage of
trains, bridges, and communications.

Such a move by the North Koreans could mean that an attack by North Korea
against the South is imminent.

AMERICAN FORCES SPREAD THIN AND VULNERABLE TO RUSSIAN OR CHINESE AGGRESSION

The bulk of front-line American combat troops are now dispersed abroad. As
the Balkans conflict escalates even further with the likely introduction of
NATO ground forces, the West is ill prepared to defend South Korea, Taiwan,
or even America.

The NATO blitz against Yugoslavia is already sapping U.S. military strength
needed in the Middle East to check Saddam Hussein. If war were to intensify
in the Balkans, or if war broke out in Korea, with our current commitment in
Iraq, America doesn't have the resources to cope.

The logic of this is apparent to our enemies, and could well be exploited to
inflict a major defeat on American forces in one or two hot spots
simultaneously.

Still, the main threat to America is Russia, which now has more nuclear
weapons than every other nation on earth combined.

For the past three months NewsMax.com has been sounding the alarm about
growing war preparations against the West by a new Russia/China axis. The
very timing of the Russian-Chinese alliance -- when U.S. forces are at a
low -- is extremely ominous.

But the establishment media has ignored this story. Now NATO's attack
against Yugoslavia has provoked bitter condemnation from Russia and China
and the military threat is apparent for all to see.

PREPARING THE RUSSIAN PEOPLE FOR WAR

As we reported in Newsmax.com four months ago, before it would be
politically possible for the Russians to launch a war against the West, the
Russian people would first have to be psychologically prepared for war.
Clinton's war on Yugoslavia has provided precisely the stimulus needed to
create massive war hysteria among the Russian people.

Just last Thursday, hundreds of furious Russian demonstrators marched
through Moscow calling for Russia to go to war against NATO. One banner
said: "It's time to bomb the military bases of the United States." That
banner becomes much more ominous when you realize that the demonstration was
either sponsored by the Russian government or at least had its tacit
approval.

Equally ominous was the singling out of US military bases, the first strike
target in any war against the West, essential for destroying America's
retaliatory nuclear capability.

'CLINTON HAS SINGLE-HANDEDLY REVIVED THE COLD WAR'

The sentiment expressed by Russian war protesters isn't just the opinion of
a few extremists. A recent opinion survey found that in the wake NATO
bombing of their traditional allies, the Serbs, an incredible 64% of all
Russians now believe that NATO intends to attack Russia.

Russian officials have also issued increasingly ominous pronouncements
against America and the West. Foreign Minister Igor Ivanov spoke of "new
tasks" for Russia's military. Defense Minister Igor Sergeyev likened the
crisis to "a whirlpool which is drawing more countries into it." Former
Russian Premier Gorbachev said, "Clinton has managed to single-handedly
revive the Cold War."

RUSSIA PREPARES FOR WAR

Obsessed with the carnage in Kosovo, NATO appears to be oblivious to the
fact Russia has been engaging in a massive military mobilization.

In the two weeks since NATO launched their offensive against Yugoslavia:

The Russian Defense Ministry began an enlarged draft, calling up 168,776 men
from the ages of 18 to 27.

Recruited over 60,000 Russian "volunteers" to fight NATO troops in Serbia.
On 6 April the first Russian volunteers arrived in the Serbian town of Novi
Sad.

Threatened to move tactical nuclear weapons and heavy bombers forward into
Belarus -- Russia's highway to NATO.

Dispatched key elements of their Northern fleet, including the aircraft
cruiser, Admiral Kuznetsov, and the newly commissioned Peter the Great, the
largest ballistic missile cruiser ever built.
Vice Admiral Popov, commander of the Northern Fleet told Itar-Tass, the
Northern Fleet is "ready to fulfill any order of the supreme command to
defend the interests of Russia."

The Northern Fleet has more ballistic missile submarines than the entire
U.S. Navy.

On 30 March, Russia sent a battle group of over twenty warships to sea from
its Pacific Fleet. Included in the fleet were ground forces from Russia's
Far Eastern Military District.

Russia dispatched ships from the Black Sea Fleet -- including a missile
cruiser, two anti-submarine warfare frigates, and support ships. A Russian
reconnaissance ship has already entered the Mediterranean.

Russian TV displayed pictures of ballistic missiles being loaded on cruisers
in the Black Sea.

Russia announced the successful launch of a ballistic missile during
exercises of its Northern fleet.
Despite these clear war preparations, Russian news agencies continue to
repeat the Big Lie that Russia has no plans to get involved in military
action in Yugoslavian war.

If that's true, why all of the war preparations? How have the supposedly
"economically desperate" Russians been able to mobilize so many naval ships
and combat troops men so quickly?

RUSSIA'S PATTERN OF DCEPTION

Russia's growing preparation for war during the Kosovo crisis suggests a
massive pattern of deception, which is being ignored by the clueless Western
media and Clinton. This pattern of deception is just the most recent and
blatant example of how Russia has been talking peace while preparing for war
against the West. How else do you explain this behavior from a friend and
ally of America:

Russia continues to maintain the world's largest arsenal of nuclear
weapons -- over 30,000 -- the overwhelming majority targeted against the
West.

During the past two years, Russia has engaged in several mock nuclear war
exercises against the United States. These exercises have included the use
of rockets as well as naval and airborne forces to wipe America from the
map.

For the past 18 months, Russia has been moving its nuclear weapons onto
naval ships. Naval ships are considered to be less vulnerable to retaliation
in a nuclear war.

This past December, Russia's Strategic Rocket Forces deployed a regiment of
state-of-the-art Topol-M missiles targeted against the West. These missiles
are now rolling off Russian production lines and are more sophisticated than
anything in America's arsenal.

In January, Russia put is nuclear forces--strategic rockets, naval and
air--under a unified command -- essential for a coordinated first strike
against the West.

Russia appears to be hoarding food, fuel, gold, and other commodities -- an
essential preparation for a major war. Despite claims of poverty and famine,
Russia is stockpiling millions of tons of food and urging its people to buy
gold. It is interesting to note that the Kosovo crisis began just as the
last shipments of billions of dollars of Western food aid reached Russia.

Russia has built the world's largest network of fallout shelters -- complete
underground cities, some as large as Washington, DC.
WAR PREPARATIONS IN RUSSIA HAVE BEEN GOING ON FOR YEARS

In order to mobilize their people against the West, and prepare them for the
destruction it will bring, Russian leaders know that they must create
massive hatred of the West.

The first step occurred during the summer of 1998 when Russia defaulted on
their foreign loans resulting in massive bank and business failures, bread
lines throughout the country, and incredible suffering.

On the face of it, it made no sense for the Russian government to default,
since just weeks before the default, the IMF had given Moscow some $5
billion in new foreign aid. (According to the Wall Street Journal, these
funds mysteriously "disappeared into the offshore accounts of Russia's
oligarchy.")

Why would any regime in its right mind subject their own people to such
massive suffering when they had the resources to prevent it?

The likely answer: Russia's leaders knew that "evil Western capitalists" --
not themselves -- would be blamed. Indeed, as a result of the 1998 Russian
economic meltdown, millions of Russians demanded that communism be restored
and corrupt Jewish tycoons be sent packing. The Russian economic meltdown,
quite possibly engineered by Moscow, was in effect a bloodless coup that did
more than any other single event to revive hatred of capitalism,
anti-Semitism, and again set Russia on the path of tyranny and confrontation
with the West.

CREATING A NEW SOVIET EMPIRE

With Russia's economy in shambles, Russian leaders should have been
preoccupied with domestic problems. Instead, the primary focus of Russia's
energies and resources has been creating a new Soviet Empire.

Last November, China and Russia announced a new global alliance. Their
intelligence services now share information. Their high commands have
organized cooperative working groups.

The new Russian-Chinese Alliance represents the greatest shift in the
balance of power since World War II, yet the Western press has virtually
ignored it.

Chinese leaders speak more and more openly about war with the West. In
January Chinese President Jiang Zemin told the People's Liberation Army to
get ready for two things: First, nuclear world war; and second, to suppress
uprisings inside China.

ANTI-AMERICAN HATRED IS REACHING NEW HEIGHTS

In Russia, the government doesn't have to worry about uprisings. Thanks to
Bill Clinton's bombing campaign in Yugoslavia, the Russians have rallied to
the Kremlin.

Consider what Clinton has done: For the first time in its history, NATO has
attacked a sovereign state, in direct violation of the NATO Charter which
forbids an offensive war against other countries.

The result of that attack, encouraged by the American leadership, may well
be the collapse of the NATO alliance and the end of American leadership in
Western Europe, particularly in Italy and Greece. At the very least,
Clinton's use of NATO as an offensive tool of war, has shifted public
opinion against the U.S. in Russia, Eastern Europe, and much of the Third
World.

Understandably, since both Russia and Serbia are Slavic nations with strong
historical, religious and cultural ties, there is real anger among the
Russian populace against the NATO bombing. After all, how would Americans
feel if Russia bombed London because of the strife in Northern Ireland? Or
if Russia bombed Canada or Mexico? NATO's bombing of Yugoslavia proves to
the average Russian that NATO is an offensive military organization whose
ultimate aim is the destruction of Russia -- which is what they have been
told by their leaders for generations.

CLINTON'S WAR AGAINST YUGOSLAVIA: A 'ROYAL GIFT' TO COMMUNISTS AND KREMLIN
INSIDERS

The present Russian anger over the NATO bombing is, as Izvestia called it, a
"royal gift" to the communists and Kremlin insiders -- some of whom have
publicly advocated war with the West. There is growing pressure on even
moderate Russian leaders to take "some action" against NATO to restore
Russia's glory and pride.

Russia's Duma passed a resolution 366-4 that declares that NATO "aggression"
is "a threat to Russia's national security" and called on the Russian
government to begin war mobilization. Russia's foreign secretary Igor Ivanov
said while Russia had no immediate military plans, it was "holding extreme
measures in reserve."

As the Christian Science Monitor reports, Russian nationalists now repeat a
mantra, "What is happening in Serbia today, will happen in Russia tomorrow."

Itar-Tass reports that leading Russia intellectuals have formed a new
movement called "Against World War III" to combat growing war hysteria in
Russia.

RUSSIAN LEADERS CONSIDER NUCLEAR WAR INEVITABLE

Colonel Stanislav Lunev, the highest-ranking GRU officer ever to defect from
Russia, has stated that the Russian General Staff considers nuclear war with
America to be inevitable.

Lunev writes, "I spent thirty years preparing for war against America. Not a
war against China. Not a war against Europe. A war against America."

In an interesting footnote, almost immediately after the NATO bombing
campaign began, Russia canceled its cooperation with America on the Y2K
computer virus. This cooperation is vital as the year 2000 rapidly
approaches, and by rejecting U.S. help suggests the Russians have other
plans and have no intention of ever opening up its defense systems to
outside technicians -- unlike the US under Clinton, which has allowed
Russian and Chinese military agents to roam our top-secret defense labs
virtually at will.

'WAG THE DOG' GLOBAL WAR?

As conservative commentator, Lwellen Rockwell, points out, Clinton's foreign
policy can be summarized by a single word: Bombs!

Clinton's popularity dips and he bombs Iraq. Ken Starr issues a report
recommending that Clinton be impeached, and he bombs Sudan and Afghanistan.
The Senate prepares to vote on impeachment charges, and Clinton again bombs
Iraq. Chinagate -- Clinton's cynical selling of US military secrets in
exchange for campaign contributions -- threatens to break in the popular
press, and Clinton bombs Yugoslavia.

As in the movie, "Wag the Dog," whenever Clinton gets in trouble, he bombs
someone to distract attention from his own scandals and crimes. Clinton's
foreign policy reads like a script for a Hollywood B film.

Personal and political scandals have enveloped Bill Clinton's presidency
since his first days in office. Just months after becoming president, he
launched a bloody attack on the Branch Davidians in Waco, which ended with
the immolation of some 80 innocent men, women and children. He blatantly
used the military to "wag the dog" on the eve of the Senate impeachment vote
with a cynical bombing of Iraq.

Those who claim that with impeachment behind him, Clinton has no real reason
to wag the dog by bombing Yugoslavia, are dead wrong. Supreme egotist that
he is, Clinton is consumed with remaining popular and securing his place in
history -- both of which are threatened by continuing public attention to
previous and newly revealed scandals, like Chinagate. Some of those scandals
could even have legally devastating consequences for Clinton and Hillary
personally, after his presidency ends.

The Lewinsky scandal continues to percolate, and Monica has been on a high
profile book tour. Now a new and very a serious rape allegation hangs over
Clinton's head -- and there could be more such allegations forthcoming. New
revelations come out almost daily about Clinton's treasonous aid to the
Chinese war machine, in exchange for campaign contributions.

Despite Clinton's claims to the contrary, no vital U.S. interests are at
stake in Kosovo, and no NATO member have been attacked by Serbia. In fact,
by attacking Yugoslavia, Clinton has created precisely the outrages he
claimed he was acting to prevent:

Mass murder of Albanian Serbs,

Shoring up the power of the tyrant Milosevic,

Destabilizing surrounding countries,

Expanding the war -- with the introduction of Russian "volunteers"-- beyond
Yugoslavia,

Weakening NATO,

Killing of innocent men, women and children in Yugoslavia.
Not to mention the flirtation with global war. By wagging the dog with a
very hot war in Europe, Clinton has managed -- for now -- to bury growing
accusations of treason against him. Clinton may go down in history as the
first US President willing to risk -- or cause -- global war to ensure his
own popularity.

HOW CLINTON IS PUSHING RUSSIA TOWARDS WAR

The Russian people view the NATO bombing of Yugoslavia as almost a direct
attack on their nation. American refusals to allow Russia to broker a
peaceful settlement have lead to further Russian war hysteria.

As the American-lead assault began, the Russian Prime Minister, Yevgeny
Primakov, an old line KGB general, came to Belgrade and hours later had a
peace deal. Waving a scrap of paper in his hand he flew to Munich to meet
with German Chancellor Schroeder. Germany is NATO's most important
continental member. Germany and NATO rejected the offer. Russia, the
peacemaker, was rebuffed by the Americans, the aggressors. So hostility grew
in Russia.

Clinton's bombing of Yugoslavia encourages the most violent, extreme and
anti-American factions in Russia. Russia's ailing leader and erstwhile
US-friend, Boris Yeltsin, faces his own impeachment vote on April 15th. He
too desperately needs to wag the dog to distract attention from his own
failures. His status weakened by NATO bombing, only after agreeing to oppose
NATO and draft troops for Yugoslavia did Yeltsin partially recover his
standing in the polls.

WILL RUSSIA ACTUALLY GO TO WAR WITH THE WEST?

Russian war preparations continue to accelerate.

When the Yugoslav crisis erupted, we were told that Russia's major fleets
were going out to sea. A coincidence, the West was told. It has long been
theorized that if Russia ever wanted to attack America, it would steer its
ballistic missile submarines underneath its surface ships on their way to
sea, making it difficult for U.S. sonar to detect the submarine deployment.

Once deployed, the submarines can sink to the bottom of the Atlantic and
Pacific, where the can stay for months, quietly waiting for orders from the
high command.

Convenience is joined by luck. Russia supposedly has no oil for its ships,
one spokesman says. But miraculously, there's suddenly enough oil for its
major fleets to engage in extensive maneuvers.

The Russians must have noted that their deployment causes no alarm from the
West. After all, Russia is so weak it couldn't harm a fly -- so the thinking
goes. Russian spokesmen continually insist they have no plans to engage NATO
militarily, but every action suggests a progressive mobilization for war.

So the Russians will continue mobilizing and gaining the advantage as
America and the West sleeps. In Russia, hundreds of thousands of troops are
called up. It will only take three months for the full conventional weight
of the old Soviet Army to be resurrected. It will have five times as many
soldiers as the American army.

Russia "has no intention of interfering in the current conflict around
Yugoslavia," a government spokesman told Interfax. Meanwhile, Russia's
leaders continually talk of war. They hint, they threaten and they mobilize
for it.

And good Republicans like Henry Kissinger, Donald Rumsfeld, Jeane
Kirkpatrick and Senator McCain, are actually calling for American ground
troops to be sent into Serbia. Those calling for a ground force in
Yugoslavia -- estimated to be at least 200,000 soldiers -- are not
considering the implications of such a move if a global war does break out.
The NATO ground force would be vulnerable to a tactical nuclear strike and
easily cut-off from supply lines. Moreover, the continental U.S. would have
no significant force to defend itself from invasion by China or Russia.

Such considerations and precautions are not being considered because it is
party time in the West. The Dow Jones rises past 10,000 as NATO bombs. The
price of gold drops. People still plan their trips to Disney World instead
of worrying about the nation's vulnerability to Russia's nuclear weapons.

There is no way to be certain if Russia will actually attack the United
States, and there is one alternative plausible explanation of their actions:
They may be getting ready for one big blackmail attempt, hopeful that
Clinton will buckle under.

Instead of war, Russia could be preparing for global domination.

"From Butter to Missiles" - Washington Times, December 15, 1998 - by J. Michael Waller
Russia's new government leaders have yet to devise a coherent recovery plan as they beg for Western economic and food aid. But instead, they have been spending their time and money preparing for -- of all things -- nuclear war against the United States and its allies.
Meanwhile the Clinton administration has pledged more aid and is flirting with reopening the cash spigots to the Russian Central Bank. A chronology of recent events reveals a sharp disconnect between Western policy and Russian preparations for armed conflict:

October 4: In his first televised interview as First Deputy Prime Minister, Yuri Maslyukov, a Communist and a former leader of Soviet military industry who is now in charge of the Russian economy, told NTV, "We are barely able to provide our people with the most basic necessities." Even so, he called for building the ultramodern, fifth-generation SS-27 intercontinental ballistic missile -- a three-stage, solid-fuel rocket the Russians call RS-12M2 or Topol-M -- at a rate of more than one every ten days for the next few years. Presently, Moscow is financially incapable of such an ambitious project. Mr. Maslyukov wanted more easy Western loans, stressing, "We are demanding that help."

October 5: Finance Minister Mikhail Zadornov led a delegation to Washington to lobby for release of a $4.3 billion International Monetary Fund cash payment to the Russian Central Bank, and for Western countries to send an additional $2.5 billion -- which is now being withheld until Moscow presents a sensible economic reform plan.

October 6: Meanwhile, Mr. Maslyukov again insisted on the rearmament of Russia's strategic nuclear forces, and Russia's Long-Range Aviation forces began a massive, three-day exercise involving nearly all operational military airfields in the country, from Europe to eastern Siberia. Tu-95, Tu-160, and Tu-22MZ bombers fired missiles in a doomsday drill, a simulated mass bombing. The enemies in the scenario were not potential threats like Iran and China. Instead, the exercise practiced bombing raids on NATO countries, combat flights against Japan, a nuclear strike on a presumed American aircraft carrier group, and a nuclear missile attack on a strategic target understood to be the continental United States. Air Force Commander-in-Chief Anatoly Kornukov spoke of Tu-95 flights up to the North Pole -- the flight path the bombers would take in a nuclear attack on the United States.

October 7: The Strategic Rocket Forces launched an SS-19 ICBM to study the feasibility of extending the 20-year-old missiles' service life. Fired from the Baikonur space center in Kazakstan, the SS-19's dummy warhead struck its target nearly a third of the way around the Earth in the Pacific Ocean off Kamchatka, southwest of Alaska.
The same day, Dow Jones reported that Russia planned to ask the United States for millions of tons of free grain to feed its people. Washington readily agreed. Meanwhile, the mock air attacks on Europe, Japan and the United States continued.

October 20: Mr. Maslyukov made a public tour of the SS-27 assembly plant in Votkinsk, and Strategic Rocket Forces Commander-in-Chief Vladimir Yakovlev took a Moscow television crew on his high-profile inspection of nuclear command bunkers and new SS-27 launch facilities.

October 22: The military test-launched an SS-27, but technical failure forced the missile to self-destruct in flight.

October 29: Five SS-27s were deployed at the Tatishchevo missile base in Saratov. TASS reported that five more would become operational by the end of the year. Meanwhile, Mr. Maslyukov continued to plead poverty, asking for the West to give Russia millions of tons of cheap or even free food, and to relax the terms for repayment of debts. Lamenting that Russia was suffering from a disastrous grain harvest, he told reporters that money earmarked for food and fuel in the frigid far north region had been used for some other purposes. He didn't elaborate.

November 5: President Clinton announced that Washington was readying to finance the sale of 1.5 million metric tons of food to Russia under generous terms, and to give Moscow an equal amount for free in a deal worth more than $625 million. But Mr. Maslyukov demanded more. Reneging on his promise that Russia would pay its foreign debts on time, he announced that Moscow would be unable to meet its commitments after all, and asked Western creditors yet again to ease up on terms.

[December 4: Visiting the Moscow Institute of Heat Engineering where the SS-27 was developed, Mr. Maslyukov announced that 10 of the missiles would be "put on combat duty" by the end of the month, adding, "literally today or tomorrow, the last missile manufactured in this year goes to the location site." He said that Moscow plans to have 40 deployed by 2000, but that deployment would be contingent on economic recovery: "it all depends on the development of the economy."

[December 9: Another SS-27 is test-launched from Plesetsk, this time successfully.]

Somehow, none of this seems to bother the Clinton administration or the Republican-led Congress. Until it does, Russia's more retrograde elements will continue to gain the upper hand -- and the American taxpayers will continue to subsidize the missiles being aimed at them.

Opposition to Big Brother Banks Activist pastor launches campaign to stop FDIC plan

The federal government will soon track all financial transactions at
banking institutions and businesses. The use of cash for payments over $100
may soon be illegal, and all paychecks will be made through direct
deposit -- like it or not.

One group doesn't like it, and is making a concerted effort to inform the
public of what it sees as an invasion of privacy and government interference
in the lives of innocent, law-abiding citizens.

Thousands of pastors and concerned Christians have recently been asked to
send letters of protest to the Federal Deposit Insurance Corporation. The
proposed regulation has been targeted by the Christian Alert Network for
defeat, according to Rev. Curt Tomlin.

The national group tracks issues that threaten the principles and standards
of Christians and traditional families. Tomlin recently warned his members
of threats to personal freedom and privacy caused by the FDIC proposal. The
public has until Dec. 27 to offer comments.

The proposed regulation will require FDIC insured nonmember banks to develop
and maintain "Know Your Customer" programs. All other federal supervisory
agencies will also enact the same regulation to prevent bank customers from
moving their funds to avoid the regulation. All banks, savings associations,
federally-chartered branches and agencies of foreign banks, as well as
credit unions will come under the regulation. Even broker-dealers and other
non-bank financial institutions will face the same regulation to investigate
and report customer's activities.

The proposal to turn banking institutions into investigators and informants
is outlined in a report recently obtained by WorldNetDaily, and Tomlin is
warning his members that it is just the beginning of complete loss of
privacy.

"As proposed," the FDIC document begins, "the regulation would require each
nonmember bank to develop a program designed to determine the identity of
its customers; determine its customers' source of funds; determine the
normal and expected transactions of its customers; monitor account activity
for transactions that are inconsistent with those normal and expected
transactions; and report any transactions of its customers that are
determined to be suspicious, in accordance with the FDIC's existing
suspicious activity reporting regulation. By requiring insured nonmember
banks to determine the identity of their customers, as well as to obtain
knowledge regarding the legitimate activities of their customers, the
proposed regulation will reduce the likelihood that insured nonmember banks
will become unwitting participants in illicit activities conducted or
attempted by their customers. It will also level the playing field between
institutions that already have adopted formal 'Know Your Customer' programs,
and those that have not."

Tomlin is well informed on the capabilities of government database systems,
because he has helped design many of them. He has spent over 48 years as a
data processing systems analyst. He helped design and install such systems
for President John F. Kennedy's battle staff, Congress, the Department of
Defense, and others. He has served in the Army, Navy, and Air Force. In
recent years he has taught college courses.

"In the field of electronic data processing, your only limitation is your
own imagination," Tomlin tells his students. "If you can rationalize it in
your mind, electronic data processing can do it."

Tomlin is greatly concerned about the requirements of the FDIC regulation
which will make banks and their employees the ones who decide what profiles
will be established for customers. If a customer normally makes a certain
amount of deposits and withdrawals per month then suddenly changes that
profile, banks may report that customer to the FBI for investigation.

"Who will be responsible for establishing, defining and controlling the
limitless number of possible profile parameters," asked Tomlin. "Who will be
responsible for adding, changing, and deleting established profile
parameters? Who will be responsible for insuring that this awesome and
massive capability will not be misused and abused by the various departments
of the federal government?"

It is a responsibility at least one major national bank branch president
doesn't want.

"I could see this coming for a long time. It's not pleasant to have to do,"
said the bank president in a confidential phone interview Monday. "As far as
I know, the bank is not planning to oppose the move by the FDIC. I think
they actually welcome it. The potential for higher profits is astounding."

By converting society to electronic financial transactions, banks will be
able to charge more fees, save on manpower, and earn greater profits.
Implementation of the new FDIC regulations will lead to more regulations
which will force employers to pay workers through payroll deduction.
Virtually all federal benefit payments are made through direct deposit
already. Military pay will convert to electronic deposit very soon for those
who have not done so already.

The banker added that his expectation is that all financial transactions
"within a few years at most" will be by electronic transfer, rather than
through the use of cash.

"When banks can get such high fees for every ATM transaction, don't you
think they see what would happen if they were paid for every single
transaction by every person in the country -- in the world for that matter?"
he asked rhetorically. He says he expects new laws prohibiting any cash
transactions between individuals or companies in excess of $100.

Calls to the public relations office of six of the largest U.S. banks were
met with surprise. Each bank spokesperson said that banks welcome a uniform
standard for "Know Your Customer" so that customers will be treated the same
at all institutions. They also spoke of the need to prevent funds obtained
through illegal activities from getting into banks.

Tomlin also predicts a complete change to a cashless society in the very
near future. He pointed out that all military retirement checks, government
benefit checks, and many government payroll checks are being paid through
direct deposit. He says all military and government payroll will also change
to direct deposit very soon.

The next step will be legislation that requires all forms of pay be made
through direct deposit. Tomlin says businesses will not object and banks
will make additional fees. Convenience, safety, and accuracy will be the
selling points.

Like the banker, Tomlin believes some form of legislation will outlaw or
limit the amount of cash that can change hands between individuals. All
transactions will have to be "traceable."

"At that point, the federal government can then trace, track, and control
all transactions," said Tomlin. "The ability to exercise absolute control
over individuals is absolutely mind boggling."

The proposed regulation is, according to the FDIC, authorized by current
law. It comes from the statutory authority granted the FDIC under section
8(s)(1) of the Federal Deposit Insurance Act (12 U.S.C. 18189s)(1), as
amended by section 259(a)(2) of the Crime Control Act of 1990 (Pub. L.
101-647).

Calls made to banks by WorldNetDaily did not find that any major banks are
planning to protest the proposal. Each expects to offer suggestions on how
to more effectively implement the proposal. Tomlin says that unless the
public reacts quickly and strongly the FDIC will move forward.

Are you a potential criminal? Are you a threat to banks, airlines, a
potential spy, or perhaps an IRS tax protester? The government would
like to know and they are about to force banks to be their detectives.

The federal government wants banks to investigate you. Soon your banker
will know more about you than anyone else in town. Banks must not only
determine your correct identity, they must also know how you make your
money, and how you spend it. Once you establish a pattern of deposits
and withdrawals, banks must inform federal agencies when you deviate.

Bank customers may soon find themselves explaining to the FBI, Internal
Revenue Service, and the Drug Enforcement Agency why they made a $15,000
deposit to their bank account. According to current Federal Deposit
Insurance Corporation plans, banks will soon establish "profiles" of their
customers and report deviations from those profiles.

If you sell a car, for example, and place the proceeds in your account
while you shop for a new one, a red flag may go off in the bank
computer. Such a situation puts law abiding citizens in a situation where they
must prove they are innocent, says Scott McDonald of the watchdog group Fight
the Fingerprint.

An uproar from grass roots Americans is the only thing that will stop
the current plans for the FDIC "Know Your Customer" program, according to
McDonald. His organization has led the charge against the national ID,
medical ID, and computerized information about private aspects of
people's lives.

A recent announcement by the FDIC provides for citizen comment prior to
implementation of their new banking regulations. The deadline for
comments is Dec. 27, 1998.

"The FDIC is proposing to issue a regulation requiring insured nonmember
banks to develop and maintain 'Know Your Customer' programs," according
to a recent FDIC information package sent to Congress to provide notice of
proposed rulemaking, and to banks for comment.

"As proposed," the 29-page FDIC document begins, "the regulation would
require each nonmember bank to develop a program designed to determine
the identity of its customers; determine its customers' source of funds;
determine the normal and expected transactions of its customers; monitor
account activity for transactions that are inconsistent with those
normal and expected transactions; and report anytransactions of its customers
that are determined to be suspicious, in accordance with the FDIC's existing
suspicious activity reporting regulation. By requiring insured nonmember
banks to determine the identity of their customers, as well as to obtain
knowledge regarding the legitimate activities of their customers, the
proposed regulation will reduce the likelihood that insured nonmember
banks will become unwitting participants in illicit activities conducted or
attempted by their customers. It will also level the playing field
between institutions that already have adopted formal 'Know Your Customer'
programs and those that have not."

Many banks across the country have already begun to implement such
programs, according to the FDIC. A quick search of the Internet found
many stories in press accounts of problems reported at such banks. There have
been a number of stories dealing with banks requiring fingerprints to
open accounts and to cash checks. There are several lawsuits presently
underway testing the right of banks to make that requirement.

McDonald has been fighting that issue, along with fingerprints on
driver's licenses for some time. He pointed out the many errors found on credit
reports and suggested that banks will soon make similar errors when they
begin creating profiles of their customers.

The FDIC is selling the planned regulations by pointing out the need for
prevention of financial and other crime.

"By identifying and, when appropriate, reporting such transactions in
accordance with existing suspicious activity reporting requirements,
financial institutions are protecting their integrity and are assisting
the efforts of the financial institution regulatory agencies and law
enforcement authorities to combat illicit activities at such
institutions," says the FDIC.

The proposed regulation is, according to FDIC spokesperson Carol A.
Mesheske, authorized by current law. It comes from the statutory
authority granted the FDIC under section 8(s)(1) of the Federal Deposit Insurance
Act (12 U.S.C. 18189s)(1), as amended by section 259(a)(2) of the Crime
Control Act of 1990 (Pub. L. 101-647).

The FDIC claims that the law requires them to develop regulations to
require banks to "establish and maintain internal procedures reasonably
designed to ensure and monitor compliance with the Bank Secrecy Act.
Effective 'Know Your Customer' programs serve to facilitate compliance
with the Bank Secrecy Act."

The proposed regulations will mandate that all banks insured by the FDIC
must maintain an intelligence gathering department that screens out
customers and keeps an eye on existing customers. Before you decide to
move your money to a credit union, you should know that the FDIC is not the
only federal organization making such plans.

"Each of the other Federal bank supervisory agencies is proposing to
adopt substantially identical regulations covering state member and national
banks, federally-chartered branches and agencies of foreign banks,
savings associations, and credit unions. There also have been discussions with
the Federal regulators of non-bank financial institutions, such as
broker-dealers, concerning the need to propose similar rules governing
the activities of these non-bank institutions," reports FDIC attorney Karn
L. Main in the proposal.

The purposes for the regulation are to protect the reputation of the
banks, to facilitate compliance with the law, to improve safe and sound banking
practices, and to protect banks from being used by criminals as a
vehicle for illegal activities.

Current customers will be subjected to the new regulation in the same
way new customers will be scrutinized. The FDIC does not wish to permit any
loop hole which would leave any bank customer unidentified or
unsupervised.

Each bank will create profiles. The first profile will determine the
amount of risk a potential customer might present by opening an account. The
system of profiling potential customers will be different from one bank
to the next, since the FDIC does not provide a uniform program. The purpose
of the profile is to identify potential customers who might use a bank
account for funds obtained through criminal activity.

The next profile will be one that is used by automated computers to
determine when suspicious activity is taking place in an account. When
activity in the account does not fit the profile, banks will notify
federal authorities so they can investigate.

Banks are expected to identify their customers, determine normal and
expected transactions, monitor account transactions, and determine if a
particular transaction should be reported.

The FDIC has sent copies of the proposal to all banks and is asking for
input. The questions asked by the FDIC in the proposal do not ask
whether the regulations should be put into place, only how to implement them in
the best way. None of the questions in the proposal are directed to bank
customers.

The FDIC reassures banks that because the requirements will be
universally applied to all banks it will not hurt their business and drive away
customers. The proposal does not mention penalties for non-compliance,
nor is there any mention of regulations to provide access to bank records by
customers so errors can be found and corrections made.

"If 'Know Your Customer' programs are required, insured nonmember banks
can more easily collect the necessary information because customers cannot
turn readily to another financial institution free of such requirements,"
stated the proposal.

The federal government is going cashless.

Under current Notice of Proposed Rulemaking, the Treasury Department has
set out the program under which the Federal Government will, over the next
few years, transition to a totally cashless system for all federal payments
and collections. As published in the 1998 Federal Register, pages 5425
onward, the agency outlines the transition plan. The regulation is now in the
final stages of the adoption process.

The transition to a cashless payments/collection system will take place
in at least three phases. The current rule defines phases one and two.
Phase three will follow. Phase one is already underway and requires most
federal payments to be made electronically -- with a few exceptions. Phase two
is to be in place by January 1, 1999, at which time there will be effectively
no exceptions with regard to receiving any federal payment. All persons who
became eligible for any federal payment after July 26, 1996, must accept
payment electronically beginning in 1999. Although phase three has not
yet been publicized, it can be anticipated that ever greater demands will be
placed upon private businesses to make all of their tax-related payments
via electronic funds transfers. This will also mean that most businesses
will, out of practical necessity, have to pay their employees using direct
deposit. And, it can likewise be anticipated that very soon afterwards,
all individual tax payments will also have to be made by direct, electronic
payment to the federal government. The only way this can be accomplished
is by using a universally accepted "positive identification" system built
upon a universally agreed upon numbering scheme with unique numbers either
assigned to each individual, or acquired from an identifying feature
such as an electronically acquired fingerprint.

The totally electronic system is being implemented in accord with NAFTA
and GATT treaty requirements which mandated that all signatory countries
must maintain verifiable records of all government financial transactions --
especially tax collections and tax breaks. This is necessary so that
"under-developed countries" can challenge the "unfair" tax-incentive
practices of the "developed" countries - such as the United States.
Under NAFTA and GATT, challenging countries are afforded open access to the
books and records of the "developed countries'" in order to determine whether
"unfair" tax-breaks and incentives were provided to manufacturers.
Developed countries must make concessions to the lesser-developed countries so
that their exports can compete on the global market. In order to comply with
this "fairness" edict, and comply with this detailed record-keeping mandates,
the U.S. government enacted legislation which requires all children to be
numbered at birth with a Social Security Number (as accounting units for
tax deduction purposes), and now all federal payments and collections must
be made and recorded electronically in furtherance of NAFTA.

The current regulation requires that, beginning in January 1999, federal
payments will be made electronically. As a consequence, ALL new
recipients of any federal "payment" must have a bank account.

The regulation places the responsibility upon the banks to verify the
"identity" of each customer. (The method of achieving this "positive
identification" objective is purposefully omitted from the rule;
establishment of a universally acceptable identification system is left
up to the financial institutions.) Under current banking regulations, banks
are already required to "request" the Social Security Number of all new
account customers. Typically, customers are intimidated into believing that they
"must" provide a SSN in order to open a bank account. And, under current
banking practice, there is a trend towards greater use of fingerprints
as the best method to positively identify customers.

One of the stated goals in going to an all Electronic Funds Transfer
(EFT) system is for the government to achieve greater control over the
suspension, and, what they call "reclamation" of payments made to any individual's
bank account. "Reclamation" of funds will be swift, with little recourse for
the "customer."

WASHINGTON -- The Clinton administration is facing the most massive leak of classified foreignpolicy documents since the publication of the Pentagon papers more than two decades ago during the Vietnam war, the DRUDGE REPORT has learned.

The papers, totaling more than 20,000 pages, according to sources who have read them, include a history of the secret negotiations between the U.S. and North Korea, describing the failed policy of trying to buy off North Korea to forego its nuclear weapons policy. They describe in great detail the intelligence and policy failures that led to the detonations of nuclear
weapons by India and Pakistan this year.

Most embarrassing, the papers appear to corroborate, according to sources who have read them, allegations by a former U.N. arms inspector that the Clinton administration concealed from Congress and the public details regarding Saddam Hussein's ambitious program to develop nuclear, chemical, and biological weapons.

The papers also reveal new details on the Clinton policy towards China in which the White House allowed ballistic missile technology exports to China at the behest of wealthy Democratic
campaign contributors.

Two Washington newspaper editors have reviewed the papers, which have been obtained by
left-wing reporter Murray Waas.

Waas has been holding the documents close, according to one media insider. Some in Washington speculate that Waas does not want to write a major expose about the Clinton administration in the midst of the impeachment hearings, fueling the flames for conservatives.

The new leaks appear to be indicative of deep dissatisfaction within the foreign policy
establishment regarding Clinton policies.

There have been other unprecedented leaks as well: most notably, a James Risen story in the NEW YORK TIMES earlier this week about the disregarding of a CIA assessment of Russian corruption by Vice President Al Gore. Some see an organized attempt by dissidents to discredit the Clinton foreign policy.

Ironically, the Clinton White House might have a hard time attacking one of their favorite
reporters: During the 1992 presidential campaign, both Clinton and Gore often praised Waas
