Casper the Friendly Ghost of the Pollard Trial - Jim Searcy 5/27/2003

After Pollard's plea bargain had been completed, and before sentencing, there was a submission to the Judge by Casper Weinberger. The paper was entirely outside the indictment. Its contents have never been made public. Nor have they been shared with the Senate Intelligence Committee, or the President's Foreign Intelligence Advisory Board, or the Intelligence Oversight Board. But this paper contained the lie that Pollard caused the deaths of countless U.S. agents. It also reportedly said, the Israelis sold part of the information to the Soviet Union. All of these things are NOT true. Casper Weinberger knew such things were NOT true. Was Weinberger lying when he claimed Pollard had posed a severe threat to our national security? Yes. Remember that it was Casper Weinberger who, under oath before Congress, LIED repeatedly, about the Iran-Contra affair. It is Weinberger who would have gone to jail, had the father of the current President not pardoned him.

Former federal prosecutor John Loftus, in an article in the June 2003, issue of Moment Magazine, writes the following: "There is a good reason why neither Congress nor the American Jewish leadership supports the release of Jonathan Pollard from prison: They all were told a lie - a humongous Washington whopper of a lie. The lie was [that] Pollard had supposedly given Israel a list of every American spy inside the Soviet Union... Soviet agents in Israel, posing as Israeli intelligence agents, passed the information to Moscow, which then wiped out American human assets in the Soviet Union...

"A week after [Pollard was sentenced to life in prison], the Washington Times reported that the United States had identified Shabtai Kalmanovich as the Soviet spy in Israel who supposedly worked for the Mossad but was actually working for the KGB; he had betrayed American secrets to Moscow. Washington insiders winked knowingly at one another: Pollard's contact in Israel had been caught. Just to make sure that Pollard was blamed, U.S. intelligence sources, several months later, leaked word to the press of the Kalmanovich connection... Citing 'American intelligence sources,' the UPI announced that the 'sensitive intelligence material relayed to Israel by Jonathan Pollard had reached the KGB.'"

Loftus then fires off his bombshell: "But it was all untrue. Every bit of it. Pollard wasn't the serial killer. The Jew didn't do it. It was one of their own WASPs - Aldrich Ames, a drunken senior CIA official who sold the names of America's agents to the Russians for cash. Pollard was framed for Ames' crime, while Ames kept on drinking and spying for the Soviets for several more years. Ames was arrested in February 1994, and confessed to selling out American agents in the Soviet Union, but not all of them. It was only logical to assume that Pollard had betrayed the rest of them, as one former CIA official admitted shortly after Ames' arrest. "No one dreamed that yet another high-level Washington insider had sold us out to Soviet intelligence. Years passed, and eventually a Russian defector told the truth. A senior FBI official - Special Agent Robert Hanssen - had betrayed the rest of our agents. Hanssen was arrested in February 2001, and soon confessed in order to avoid the death penalty. He was sentenced to life in prison without parole."

Loftus then writes that a low-level decision was finally made in the Navy's intelligence service to re-examine the Pollard case, and "with sickening chagrin, the Navy discovered that the evidence needed to clear Pollard had been under its nose all along" - namely, that Pollard did not have the special "blue stripe" clearance needed for access to the room in which the list of secret American agents inside Russia was kept. "There is no way on earth," Loftus concludes, "that Jonathan Pollard could have entered the file room, let alone the safe where the list was kept." Loftus also writes that he then "began to realize that Pollard's tale was only the beginning of a much bigger story about a major America intelligence scandal" - a cover-up of the deep ties between Saudi Arabia and terrorists such as Osama Bin-Laden. "Whenever the FBI or CIA came close to uncovering the Saudi terrorist connection," Loftus writes, "their investigations were mysteriously terminated. In hindsight, I can only conclude that some of our own Washington bureaucrats have been protecting the Al Qaeda leadership and their oil-rich Saudi backers from investigation for more than a decade."

Loftus continues: "I am not the only one to reach this conclusion. In his autobiography, Oliver North confirmed that every time he wanted to do something about terrorism, [then-Defense Secretary Weinberger, whose secret memo led to Pollard's life sentence] stopped him because it might upset the Saudis and jeopardize the flow of oil to the U.S. "John O'Neill, a former FBI agent and our nation's top Al Qaeda expert, stated in a 2001 book written by Jean Charles Brisard, a noted French intelligence analyst, that everything we wanted to know about terrorism could be found in Saudi Arabia. O'Neill warned the Beltway bosses repeatedly that if the Saudis were to continue funding Al Qaeda, it would end up costing American lives, according to several intelligence sources. As long as the oil kept flowing, they just shrugged. Outraged by the Saudi cover-up, O'Neill quit the FBI and became the new chief of security at the World Trade Center. In a bitter irony, the man who could have exposed his bosses' continuous cover-up of the Saudi-Al Qaeda link was himself killed by Al Qaeda on 9/11..."

"Pollard never thought he was betraying his country. And he never did, although he clearly violated its laws. He just wanted to help protect Israelis and Americans from terrorists. Now in prison for nearly two decades, Pollard, who is in his late 40s, grows more ill year by year. If, as seems likely, American bureaucrats choose to fight a prolonged delaying action over a new hearing, Pollard will probably die in prison. There are people in power inside the Beltway who have been playing for time. Time for them ran out on 9/11. Sooner or later, they are going to be held accountable. I hope that Pollard lives to see it."

Judges are supposed to evaluate the evidence and arguments of BOTH sides provided to them at trials. Judges are NOT supposed to listen to some powerful person whispering in their ear. The judge allowed himself to be used by Weinberger, who lied to him, and supplied false information. Neither Pollard, nor anyone else, has been able to see Casper's paper and accusations. However, it is obvious the information was false, and Weinberger knew it to be false. The behavior by Weinberger is contemptible. The judge's behavior is reprehensible.

Casper Weinberger's motive was more than just embarrassment over a dumb, failed policy. The stupid policy was a money maker. At the very least the policy was one in which he had a personal interest. The policy was building up and arming Iraq. This policy of Weinberger, and much of the rest of the U.S. government, sacrificed true American interests during the 1980's. Up until the very start of the Gulf War, the U.S. Government was still NOT believing that Saddam Hussein would NOT do, exactly what his handlers in the Reagan and Bush administrations told him to do.

We do remember that U.S. Ambassador to Iraq, April Glaspie, had a meeting with Saddam Hussein a few days before American troops were deployed to the area. In the Iraqi transcript of the meeting, she reportedly told Hussein the border dispute with Kuwait was an "Arab problem." The U.S. was not interested in regional Arab disputes. Ambassador Glaspie was doing nothing other than following the official line of the U.S. Government. She herself was not naive about Saddam. She was faithfully carrying out a naive U.S. policy. The U.S. did supply Saddam Hussein with arms and intelligence. Bobby Ray Inman in a 1982 meeting of the Senate Intelligence Committee announced that Iraq had been taken off the countries sponsoring terrorism. The Senators thought that was really funny, according to Angelo Codevilla, who was a senior staff member on the Senate Intelligence Committee at that time.

The best guess is that Casper, or at least his friends, had money to be made in the large contracts that certain American corporations had to build plants there. Most of what the US bombed in Iraq, in both wars, was American-built, financed, or licensed. Bechtel was the major engineering, design, and construction company for those plants and infrastructure. Both Caspar Weinberger and George Schultz, Secretaries of Defense and State, had close personal associations with Bechtel, having served as Bechtel executives. Schultz was Bechtel's CEO. Weinberger was vice president, director, and general counsel of the Bechtel Group of Companies. He left Bechtel to take his position as U.S. Secretary of Defense, from 1980-87.

Yes, it was American corporations which built the factories for the production of chemical weapons in Iraq.

When Pollard gave to Israel, the satellite pictures of those and other Middle East factories, together with U.S. intelligence regarding what those factories were doing, it caused a problem for Casper Weinberger. It should also be noted that Israel was, by signed agreements, entitled to that intelligence information. The pictures and intelligence assessments contradicted what the U.S. government was officially telling Israel. So the Israelis were coming to America, and in official meetings, were calling Weinberger a liar. Yes, Weinberger did have a personal ax to grind with Pollard.

The main public thing that can be seen in the Pollard case is the indictment. When you compare the indictment with the incredible charges that were finally leveled against him, anyone will see there simply is no comparison. The indictment is totally different, than the amazing charges that were finally trumped and fabricated against Pollard. Simply no comparison. One would think you are looking at 2 totally different cases. One is a little no account deal, and the other is like the greatest, deadliest, and most sinister, spy of all time.

The plain simple fact is that Pollard was sentenced based 100% on a few lies that Casper Weinberger whispered in the ear of the judge. That is American Justice in the Bush - Clinton - Bush sell out and destruction of America. But it is that time, and all of these things are really quite clearly spelled out, and much more, by the prophets of Israel.

And the beat goes on. In 1998 there were two major American arms companies that looked like they would be going to court to be tried for transferring ballistic missile technology to China. As the Grand Jury was investigating whether these two American companies gave China space expertise that significantly advanced Beijing's ballistic missile program, President Clinton issued an approval of this transfer. In effect, he undercut the Grand Jury in order to protect something or someone. What and Who was being protected and Why? The CHINA GATE probe and the Cox Report is good background.

The Cox report summarizes many important findings and judgments contained in the Select Committee's classified Report, issued January 3, 1999. The U.S. intelligence and law enforcement agencies, within the Clinton administration, have determined that other significant findings and judgments contained in the Select Committee's Classified Report, cannot be publicly disclosed without affecting national security, or ongoing criminal investigations. Even the NOT classified PUBLIC report shows that the People's Republic of China (PRC) has stolen design information on the United States' most advanced thermonuclear weapons. The Cox report shows that the PRC's next generation of thermonuclear weapons, currently under development, will exploit elements of stolen U.S. design information. PRC penetration of US national weapons laboratories spans at least the past several decades and almost certainly continues today. Thefts of the United States' most advanced nuclear secrets and technology from US national weapons laboratories enabled the PRC to design, develop, and successfully test modern strategic nuclear weapons sooner than would otherwise have been possible. During the Clinton administration it is a FACT that the stolen U.S. nuclear secrets give the PRC design information on thermonuclear weapons which allow Russia and the PRC, to NOW have nuclear SUPERIORITY over the United States.

This is what some in the defense contracting business might call good business. The rest of Americans would call it TREASON. This is not the first time Clinton has shielded wrongdoers. On orders from Clinton, Attorney General Janet Reno was supposed to investigate the Bush transfer of $5 billion US tax dollars to Saddam Hussein through the US Department of Agriculture. Not surprisingly, Janet Reno said the investigation "showed no wrong-doing". In the Bush - Clinton - Bush syndicate, Clinton protects Bush and Bush will protect Clinton. That is why it makes no difference if Tweedle-Dee or Tweedle-Dumb wins the election. The really uninformed and dumbed down still think that it makes any difference. UNDERSTAND THAT ANTICHRIST WAS GIVEN POWER TO WAGE WAR ON THE SAINTS. UNDERSTAND THAT NOW ALL governments of this world are antichrist Luciferian governments.

Remember when Saudi Arabia took delivery of some ballistic missiles from China late in the Reagan administration? That surprised most missile experts because at that point in time China was NOT supposed to have the technology to ship a tested and de-bugged missile. There was a small and VERY under reported outcry in the US that Saudi Arabia has purchased nuclear-capable missiles. The Saudis denied this but refused to allow the metal casings to be removed to see inside. If they had, the inspectors would have very likely identified American-made components.

At that point in time, Ronald Reagan was President. George Bush was Vice President, and former Director of Central Intelligence. Casper Weinberger was Secretary of Defense. When something critical is exposed in Washington, there is always a pre-plan intended to provide credible deniability. Sometimes the whistle-blower is attacked with false charges of personal slander or inaccurate information is leaked, causing Congress and the media to chase a false trail.

Shortly after delivery of the missiles, the rumor was floated that Israel had assisted the Chinese to build the missiles for Saudi Arabia. It was no secret that Israel was selling China some armaments. The problem with that particular rumor was that Israel was, at that time, having her own development problems with long range missiles. It would be highly unlikely for Israel to transfer flawed information to China and have China complete development and ship a fully operational system to Saudi Arabia - still in a declared state of war with Israel. Of course, there were those nations who had solved and successfully tested their ballistic missiles: the Soviet Union, France, and the US. Leaking the rumor that it was Israel, is a key clue that leads us back to the White House and Defense Department. Amazingly, neither the Congress, nor the Justice Department, considered missile proliferation a topic worth investigating.

If China was to be the third party in that Saudi Missile deal, then the US would have to transfer both technology and actual missile components. Missile systems are made so that components respond to each other within a narrow band. Making a hybrid missile with different parts usually leads to operational failure. It just is not acceptable technical protocol. If China was to receive an operational missile, it would have to be the organic whole. The only necessary change would be to replace its outer shell because that could be seen and identified.

Casper Weinberger, as Secretary of Defense could have authorized such a transfer. Congress can no longer ask Ronald Reagan if he was consulted but they can investigate George Bush's knowledge and culpability. Bush pardoned Casper Weinberger so he could not be called to testify. Did Casper Weinberger, a close supporter of Saudi Arabia act as the broker between the US, Saudi Arabia and China? Was then VP Bush knowledgeable about this technology transfer?

Special Prosecutor Lawrence Walsh said Weinberger's notes "contain evidence of a conspiracy among the highest-ranking Reagan administration officials to lie to Congress and American public." Those notes were widely believed at the time to contain very damaging evidence against Reagan's vice-president, George Bush. It took a few years to wind itself through the process, but the scandal resulted in Weinberger's indictment in June,1992 during George Bush's presidency. Weinberger was scheduled to go on trial. However, as George Bush was about to hand over the presidency to Bill Clinton. Bush pardoned Weinberger. The secrets, which would have been fully revealed at his trial, will never be known. Bush would have been compelled to testify and likely implicated directly. Ronald Reagan and George Bush were saved by George Bush's pardon of Casper Weinberger.

When Jonathan Pollard began in 1984 and 85 to search the computer files of the intelligence agencies, there seems little doubt that he would come across anti-Israel operations. Casper Weinberger seems to have the motive from his close ties with Saudi Arabia through Saudi Prince Bandar. Casper Weinberger was dismissed by President Reagan, possibly for the same reason that caused the US intelligence agencies to fight so hard to keep Pollard in prison.

If there was a covert transfer of US missile technology to China, then it had to come only from the highest authority. George Bush and Casper Weinberger could no doubt shed a great deal of light on the matter - if forced to do so. That is simply not going to happen in this antichrist war on the saints. You should see now why studying and trying to find more depth to the Mystery of Iniquity, is NOT the wisest use of the precious little time remaining.

William Cooper (former warrant officer of the secret service of the US navy) was probably one of the first to expose the Builderbergs. He had obtained copies of the first 1954 meeting in his work in US Naval Intelligence in 1959. He was cut down by police 04/11/2002, little after the attacks of September 11, likely because of how closely that he was tying in the actions of this group to the 911. William Cooper was explaining in the aftermath of 911 the secret meetings and documents which signaled 911, and why. William Cooper's "Quiet Weapons for War Without Noise" is quite an expose of the doctrines adopted by the political committee of the Bilderberg group. It is less known, but a colonel of the US Air Force was discharged, because in his capacity of duty, he did show President Bush to have been informed that attacks would take place. It should also be remembered that Senator Mitchell resigned as of the first day of the board of inquiry, which was to clear up the events of 911, and Henry Kissinger resigned from the commission just a few days later.

Two days ago, a London rabbi made a discovery. Using kabbalistic
numerology, he found that Arafat and Satan have precisely the same Hebrew
numeric value.
I quote from my 1997 book, Traitors And Carpetbaggers In The Promised
Land:
"In February 1993, Secretary Of State Warren Christopher flew to
Damascus with a plan to shut the PLO out of the peace talks. Arafat,
apprised of the plan, flew from Amman to Khartoum where he sat in on two
meetings with Hassan Atourbi, leader of the Sudanese Islamic Fundamentalist
Movement. There, the plan to bomb the World Trade Center was hatched with
Arafat's approval. This was the PLO's warning to the Clinton administration
that it would not be neutralized, a message that almost scuttled Peres'
secret talks."
This information was received by the Arab Affairs correspondent for
the newspaper Khadashot, Yehoshua Meiri. A year later, Steve Rodan of the
Jerusalem Post checked Meiri's sources. The result was a series of front
page exposes that brought a delegation of CIA officers and Congress members
to Israel on a fact verifying mission.
The Arafat connection to the first World Trade Center bombing was
never raised again. Arafat had to be protected at all costs to save the
"peace" process.
Yesterday's bombing of the World Trade Center and Pentagon required
years of training by hundreds of experts at a cost in the tens of millions
of dollars, or much more. No one organization could possibly have carried
the attacks out: they required state sponsorship, or more likely, states.
If the American government blames one organization for the atrocities, they
are lying and covering up the truth. If the American government blames
Islamic "fundamentalists," they are lying and covering up the truth again.
Arafat is not a "fundamentalist," yet he is behind most of the
violence against Israel. Presidents Assad of Syria and Hussein of Iraq are
not "fundamentalists," yet they shelter and finance the most violent of
Islamic organizations.
American investigation will uncover tracks in Gaza,
Khartoum, Damascus and Baghdad, all leading to allies, sponsors and
financiers in Europe, especially southern Europe. This same investigation
will discover that all of Islam is demonic, not just the fundamentalists.
It will expose the true war-making intent of the Oslo "peace" process and
it will find Arafat's fingerprints all over the rubble of the World Trade
Center...
Unless, America and its Council On Foreign Relations hidden rulers
once again choose to protect Arafat and his phoney Palestinian "people."
Which is almost certainly going to happen, because the hidden rulers
are rejoicing. Their New World Order has arrived and from now on, the
people of the planet are going to be sacrificing their civil and human
rights, and accept a lot more surveillance and invasions of their privacy,
because they are convinced there is no other choice.
And that was the demonic plan all along.

THE GOVERNMENT AND THE NEWS MEDIA ARE CONCEALING THE SERIOUS RISKS OF A WAR THAT MAY BE IMMINENT IN THE MIDDLE EAST...
For the past several weeks the talking "air heads" on the TV news are
nonchalantly reporting that China has warned that she is very upset about
the sale of destroyers and submarines to Taiwan. [Ho hum?] Of course, the
liberal mind set that is being sold to the public is that the US is the one
and only "superpower" and no one would dare to challenge us.

May I point out to them that we are at risk because of the fact that "China
has the weapons necessary to retaliate in the very near future, especially
with the acquisition from Russia of the SU-23 advanced fighter plane with
"heads up display with sight aim and shoot system technology" [superior to
our F16], the huge Severodvinsk nuclear submarine that can carry on one ship
enough warheads to devastate the US west coast, the mobile Topol nuclear
missile with a six thousand mile range, at least seven neutron bombs, the
new and deadly anti-ship missile, and the Russian built rocket torpedo that
can travel at 300 miles / hour... In addition, the pro-communist Clinton
administration and the money hungry Israelis have stupidly provided them
with highly sophisticated guidance systems for their ICBMs and other
classified means of delivery of lethal strikes... "
The following lists what the Clinton administration got rid of that we used
to have for our self defense. We are now extremely vulnerable to attack from
Russia and China.

709,000 regular (active duty) service personnel,
293,000 reserve troops,
8 standing Army divisions,
20 Air Force and Navy air wings with 2,000 combat aircraft,
232 strategic bombers, 13 strategic ballistic missile submarines with 3,114
nuclear warheads on 232 missiles, 500 ICBMs with 1,950 warheads.
4 aircraft carriers, 121 surface combat ships and submarines, plus all the
support bases, shipyards and logistical assets needed to sustain such a
force.

The hundreds of cruise missiles that were expended fruitlessly in Kosovo
have not been replaced, as far as I can determine...

These are the American military forces that have disappeared since the 1992
election of Bill Clinton and Al Gore. This is what we have lost through the
treason of Bill Clinton. So far, the shattering of our forces has not seemed
to be a particular concern for the Bush Administration. OUR ONCE POWERFUL
MILITARY MACHINE HAS VANISHED!! HAVE YOU ASKED YOURSELF WHY??

At this time our nuclear force is a shell of what it once was, which would
be just peachy if the United States did not face any threats to our
existence from potential enemies with similar or better nuclear
capabilities. But America does face those threats, and the list of countries
that could be aligned against us in the future is growing. Worse, the U.S.
has either directly provided much of the necessary upgrading technology or,
at a minimum, has-via the taxpayers-paid for upgrading the newest weapons
systems. Hostile countries are now fielding those weapons and, if you care
to, you can take a guess as to where they are being aimed. It's one thing to
shut down a tank production line or scale back the number of B-2 bombers you
plan to build. But in this day and age, it's quite a different (and more
dangerous) thing to unilaterally rid yourself of nuclear weapons. But that
is what the Clinton administration did. Here's a rundown of our current
unilateral nuclear disarmament:

Clinton signed Presidential Decision Directive 60, which changed the onus of
our nuclear response. In the past the U.S. military has been able to
"respond on warning" of a nuclear attack. No longer; PDD 60 requires our
military commanders to receive direct approval from the President before
they can order the retaliatory launch of U.S. nuclear weapons against a
country who launched at us first, even though U.S. commanders would know
within seconds-via satellite-when an enemy's missiles were launched, and
from where. President Bush has yet to rescind this order.

Clinton ordered that America reduce her nuclear warhead deployment to 2,500
warheads-far fewer than Russia, and before Russia has even considering
ratifying a treaty limiting warhead deployment. This means, essentially,
that the doctrine of "MAD"-Mutually Assured Destruction-no longer applies
because the Russians can destroy our retaliatory capability at once, and
still have enough inventory in reserve in case they need to launch further
nuclear strikes.
The Russians are building tremendous new nuclear, biological and chemical
weapons systems. They are deploying on average, 3 new Topol-M 6th-generation
mobile launched ballistic missiles per month. Though considered at one time,
there are NO plans to build a U.S.-version of a mobile nuclear ICBM. The
conventional nuclear missile deployment wisdom in other countries rejects
the notion of a fixed in-ground launch site because of the US's ability to
locate and target those sites. And since those countries do not possess the
number of weapons America has, they have opted to build and deploy mobile
missiles because they're harder to target and destroy.

PDD 60 ordered all nuclear weapons production halted, while the Russians,
Chinese, Indians, Pakistanis and North Koreans continue to develop them. Our
current top ICBM, the Peacemaker, is over ten years old and the technology
is stagnant.

There are reports that the new Russian Topol-M ICBM has technology
incorporated within its warhead that scrambles U.S. radar signals necessary
to target them with an ABM system. Without new research and testing, the
U.S. cannot possibly develop the necessary countermeasure to defeat this
technology, which leaves us vulnerable.
While the Russians especially have a large and complex civil defense
program, the U.S. has abandoned any notion of civil defense, leaving every
man, woman and child at risk during a nuclear attack. PDD 60 also forbids
any naval sub nuclear retaliation without direct contact with the president.
This is a mistake considering any first strike by an enemy would almost
certainly destroy most, if not all, U.S. communications links.

Giving U.S. intelligence the benefit of the doubt, strategic nuclear weapons
may be too large to hide, but tactical nuclear weapons are another matter
altogether. According to intelligence sources, the United States cannot
track Russian tactical nuclear weapons. Various means exist for masking the
distinctive radioactive signature of these weapons. For example, tactical
nuclear weapons can be stored near nuclear waste disposal areas, nuclear
power plants, or near stockpiles of plutonium or uranium. This masks them
from detection. There are other, more sophisticated techniques for
concealing such weapons. Russians had developed the ability to pack large
numbers of tactical nuclear warheads onto intercontinental ballistic
missiles. Sixty tactical warheads might be packed into one missile. Using
special technology, these warheads would break apart shortly before reaching
an urban target area and explode at set distances from one another,
blanketing a sizable area with small nuclear explosions. This is more
destructive than an attack with several large nuclear weapons. Sixty
tactical nukes are more effective than 10 larger bombs. They could deliver
greater destruction to a wider area at less cost.

Since the Russians do not allow arms control inspectors to visit key sites
inside Russia (like Yamantau Mountain, a deep underground military facility
the size of metropolitan Washington), there is reason to believe they have
something to hide. Russian treaty violations are common. Often the Russians
simply state that they are unable to comply with treaties they have signed.
The greatest Russian treaty breaking has been in the area of chemical and
biological weapons. According to Yevgenia Albats, the courageous Russian
journalist, Russia diverted Western aid to build a chemical weapons plant.
This plant was a clear violation of a chemical warfare agreement made with
the United States. It was also discovered, in 1996, that Russia was
developing a new binary chemical weapon. "Binary" means that the weapon
consists of two elements, which are harmless until brought together in a
warhead. Stored in separate locations, these "harmless" materials can be
passed off as industrial chemicals or fertilizers. This is the ideal type of
weapon for concealment.

Without our bombers, or rapid deployment of NEW mobile nuclear ICBM's,
Russia and China could start, survive, and WIN a nuclear first strike!

I sincerely believe that we are on the knife edge of a possible mutual
nuclear exchange. The country that strikes first will likely be the winner.
Of course we all know that there can be NO WINNERS in such a conflict. It
will simply be the long anticipated realization of mutually assured
destruction.

We do have a nuclear submarine fleet that would survive a first strike and
be able to devastate vast areas of China. I hope China and Russia realize
this.

As usual, when two Socialist nations such as Russia and America go to war,
it is the hard working ordinary people that must suffer and die. The
politicians will have some advance warning and will mostly already be
ensconced in the well-stocked underground bunker cities to be wined and
dined and to await the announcement that the radioactive fallout is finally
at safe levels.

Meanwhile, the Globalist's exuberant goals of the depopulation of North
America and East Asia will have been largely reached. Oh well, as Khrushchev
said, "You can't make an omelet without breaking eggs."
I look for this nightmare holocaust to begin possibly before the end of
Summer (2001).

At approximately 1:30 PM today, Chief Justice William Rehnquist refused to Stay an Order to Vacate by District Judge Sarah Evans Barker, Indianapolis to authorize Federal Marshals to seize the church property at 2711 South East St. by 12:00 Noon November 14. Judge Barker had given Summary Judgment for $6 million including penalties and interest to the Clinton/Reno Justice Department January 19, 1999 for alleged uncollected and unpaid 941/FICA taxes on those who served the church from 1987-’93. The evidence shows through IRS audits of those who serve the church that all taxes have been paid.
The issue is not a “tax issue”, but a religious liberty First Amendment issue. In reality it is a First Commandment issue. God said, “Thou shalt have no other gods before me.” For the Lord’s church to become an agent of the Internal Revenue Service and collect and pay taxes for the destruction of the Christian faith that they preach would be the sin of blasphemy. Jesus Christ is the only Head of a New Testament Church that He purchased with His own precious blood.
Chief Justice Rehnquist had a chance to correct the injustice of the District Court and the Seventh Circuit Court of Appeals in Chicago but he refused. He has come face to face with God and has told God that not only is He not to have any place in the public sector of our nation but now He cannot even come into His Sanctuary, the New Testament Church.
Indianapolis is the syphilis capitol of America. The Federal Courts are not interested in the children. They have not only destroyed the house of God where more than 1,000 congregates worship weekly, but they have also destroyed a Christian educational ministry that was teaching approximately 500 children the word of God daily when the IRS attacked the church on March 1, 1994, with bogus and fraudulent “notice of liens”.
Chief Justice Rehnquist has now taken his place with the great persecutors of Christ’s Church down through the ages. He is a modern Saul of Tarsus who, “...made havoc of the church”.
The Lord Jesus Christ said, “Suffer the little children to come unto me.”
The Federal Courts now say that children cannot come to Jesus. The Supreme Court has said that God cannot be in the public schools and now they say that He cannot even be in a church school. The Lord Jesus also said, “But whoso shall offend one of these little ones which believe in me, it were better that a millstone were hanged about his neck, and that he were drowned in the depth of the sea.” Every Federal Judge, every IRS agent, and every member of the US Justice Department now knows what God’s opinion of them is. It is most strange that the Clinton Administration began with the fiery destruction of a cult in Waco, Texas, and now ends it by destroying a mainline fifty year old Baptist church in Indianapolis.
The church plans to have a prayer service beginning at 11:00 AM on Tuesday Nov. 14. All of those who will stand with the church in this non-violent worship service is welcome.

I've been quiet since Israel erupted in fighting spurred by disputes over the Temple Mount. Until now, I haven't even bothered to say, "See, I told you so." But I can't resist any longer. I feel compelled to remind you of the column I wrote just a couple weeks before the latest uprising. Yeah, folks, I predicted it. that's OK. Hold your applause.

After all, I wish I had been wrong. More than 80 people have been killed since the current fighting in and around Jerusalem began. And for what?

If you believe what you read in most news sources, Palestinians want a homeland and Muslims want control over sites they consider holy. Simple, right?

Well, as an Arab-American journalist who has spent some time in the Middle East dodging more than my share of rocks and mortar shells, I've got to tell you that these are just phony excuses for the rioting, trouble-making and land-grabbing.

Isn't it interesting that prior to the 1967 Arab-Israeli war, there was no serious movement for a Palestinian homeland?

"Well, Farah," you might say, "that was before the Israelis seized the West Bank and Old Jerusalem."

That's true. In the Six-Day War, Israel captured Judea, Samaria and East Jerusalem. But they didn't capture these territories from Yasser Arafat. They captured them from Jordan's King Hussein. I can't help but wonder why all these Palestinians suddenly discovered their national identity after Israel won the war.

The truth is that Palestine is no more real than Never-Never Land. The first time the name was used was in 70 A.D. when the Romans committed genocide against the Jews, smashed the Temple and declared the land of Israel would be no more. From then on, the Romans promised, it would be known as Palestine. The name was derived from the Philistines, a Goliathian people conquered by the Jews centuries earlier. It was a way for the Romans to add insult to injury. They also tried to change the name of Jerusalem to Aelia Capitolina, but that had even less staying power.

Palestine has never existed -- before or since -- as an autonomous entity.
It was ruled alternately by Rome, by Islamic and Christian crusaders, by the Ottoman Empire and, briefly, by the British after World War I. The British agreed to restore at least part of the land to the Jewish people as their homeland.

There is no language known as Palestinian. There is no distinct Palestinian culture. There has never been a land known as Palestine governed by Palestinians. Palestinians are Arabs, indistinguishable from Jordanians (another recent invention), Syrians, Lebanese, Iraqis, etc. Keep in mind that the Arabs control 99.9 percent of the Middle East lands. Israel represents one-tenth of 1 percent of the landmass.

But that's too much for the Arabs. They want it all. And that is ultimately what the fighting in Israel is about today. Greed. Pride. Envy. Covetousness. No matter how many land concessions the Israelis make, it will never be enough.

What about Islam's holy sites? There are none in Jerusalem.
Shocked? You should be. I don't expect you will ever hear this brutal truth from anyone else in the international media. It's just not politically correct.

I know what you're going to say: "Farah, the Al Aqsa Mosque and the Dome of the Rock in Jerusalem represent Islam's third most holy sites."

Not true. In fact, the Koran says nothing about Jerusalem. It mentions Mecca hundreds of times. It mentions Medina countless times. It never mentions Jerusalem. With good reason. There is no historical evidence to suggest Mohammad ever visited Jerusalem.

So how did Jerusalem become the third holiest site of Islam? Muslims today cite a vague passage in the Koran, the seventeenth Sura, entitled "The Night Journey." It relates that in a dream or a vision Mohammed was carried by night "from the sacred temple to the temple that is most remote, whose precinct we have blessed, that we might show him our signs. ..." In the seventh century, some Muslims identified the two temples mentioned in this verse as being in Mecca and Jerusalem. And that's as close as Islam's connection with Jerusalem gets -- myth, fantasy, wishful thinking. Meanwhile, Jews can trace their roots in Jerusalem back to the days of Abraham.

The latest round of violence in Israel erupted when Likud Party leader Ariel Sharon tried to visit the Temple Mount, the foundation of the Temple built by Solomon. It is the holiest site for Jews. Sharon and his entourage were met with stones and threats. I know what it's like. I've been there. Can you imagine what it is like for Jews to be threatened, stoned and physically kept out of the holiest site in Judaism?

So what's the solution to the Middle East mayhem? Well, frankly, I don't think there is a man-made solution to the violence. But, if there is one, it needs to begin with truth. Pretending will only lead to more chaos. Treating a 5,000-year-old birthright backed by overwhelming historical and archaeological evidence equally with illegitimate claims, wishes and wants gives diplomacy and peacekeeping a bad name.

2/1/2K - Where is the Beef in the Barak Election Funding Scandal???

A vast majority of Israelis - some 74% - feel that Ehud Barak is responsible for the operation of the illegal associations that promoted his election as Prime Minister.(NPOs = Non Profit Organiations, Non Political Organiations to help the poor and disadvantaged)

Barak made it clear that he continues to blame faults in the law for campaign violations of unprecedented magnitude. Barak's own party is unable to tell whether this was defiance towards the comptroller or failure to come to grips with his predicament.

Barak's primary inclination was to attack his attackers in the Likud. The state comptroller, however, made it crystal clear that no previous wrongs can justify later wrongs. Moreover, the cases are not similar in nature or scale.

The Netanyahu election drive had some Israeli groups concerned with loosing their land and homes over the Peace & Safety deals picking up a few extra campaign bills. Barak NPOs of 1999 go beyond footing extra campaign bills. There were dozens of NPOs in the Barak campaign which were totally bogus, and were set up for supposed assorted charitable aims. The obvious purpose of these bogus Barak NPO's was used to launder illicit contributions whose actual beneficiary was never openly identified.

These bogus NPOs were deliberately set up. This goes far beyond receiving extra aid from groups like the Judea and Samaria settlers.

In addition, the Barak team took over existing NPOs and diverted their funds and activities to Barak's campaign. The taxi drivers' NPO is a case in point. Cabbies began appearing at political rallies, heckling and tackling Netanyahu supporters. They were funded by the same bogus NPOs and which was run by the same three Barak sidekicks. Not by coincidence all three appeared on the boards of most other Barak-linked NPOs - his brother-in-law Doron Cohen, cabinet secretary Isaac Herzog and campaign manager Tal Zilberstein.

The fact of the comptroller imposed fines on the Netanyahu party of (NIS 500,000) and the 27 times greater Barak party fine of (NIS 13,800,000) understates the difference between how blatant the party funding violations were in scale. This should speak volumes.

The comptroller also ruled there was no loophole in the law which could justify the Barak NPOs shenanigans. This did not prevent Barak from blaming the law again, however. The attack on the law goes beyond the repetition of an already quashed argument. The comptroller already ruled that the funding laws apply to Prime Minister elections the same as they apply to Kenesset members and his opposition. Barak doesn't not want to understand the law applies to him.

Barak has apparently decided not to ditch his original defense - the law's flaws. Barak seems to contend his opposition was just dumb for obeying the law. The NPO strategy was carefully constructed before the campaign.

Let me give you a little flash back to a little item that would be hard to find in any main stream media sources. It appeared on the GJiGT 1/13/99 Prophecy Fulfillment World News Update:

1/13/99 BARAK-GATE BURGLARY? In Washington, burglars yesterday broke into the office of a PR firm working for Labor Party Chairman, Ehud Barak. Among the items stolen were computer discs containing information relating to work done for Barak. Greenberg, Quinlan Research, is a company that specializes in political polling and strategy consulting, and has provided services for a number of world leaders including Tony Blair and Nelson Mandela. Among those working on the Barak account was James Carville, the Washington political strategist credited with masterminding President Bill Clinton's 1992 victory. The system of fabricated NPOs was well plotted ahead of elections. Guess where and who plotted the bogus NPO's? Smells like Luciferian corruption to me. If Barak has his way, future prime ministers would be allowed to dismiss their parties even more callously than Barak now dismisses Labor.

In response to a question 1/31/2K, Knesset Member Elon said, "There is no doubt about it: these severe findings against Barak and the Labor party must be used in our campaign against a withdrawal from the Golan. The reason for this is because nothing else will stop him now. He is now as dangerous as a wounded animal. This is why he ran to Egypt yesterday, and he will hold a general clearance sale on the Land of Israel. He is more dangerous than he ever was. If until now I thought of him as a security-minded general, who did not do anything bad to the Land of Israel - now I must totally change my opinion of him... When two liars are running the world, namely Bill Clinton, who is running for his place in history, and Barak - then they are capable, given the deadline pressures, and the pressure of the associations scandal, to jump out of their "window of opportunity to national suicide for Israel."

FLOODING ISRAEL WITH PALESTINIANS

When certain lead media outlets focus on Israel in a hostile way, be assured that, WE, the people, are being sent a message from the bowels of the White House and State Department.

The NEW YORK TIMES June 11 featured a page 3 story by Douglas Jehl (1) about a courtroom scene in Sidon, Lebanon where gunman sprayed the court with Kalashnikov rifles, leaving behind a rocket-propelled grenade and then fleeing to the Ain Hilwe Palestinian refugee camp. The defendants in the court were four Palestinians and two Lebanese. The chief judge and three other court officials were murdered.

Dear reader, you must now "mentally" become a professional propagandist and start reading between the lines. Start to think: Where is the story supposed to lead you? What is the final conclusion you are supposed to adopt? The news story slides into a narrative where the Palestinians are described as living in terrible conditions in such ‘refugee’ camps. This, in effect, is to persuade the reader that their acts of such terror are a normal or an understandable response. The NEW YORK TIMES carefully guides you to the early sense that somehow it's the Israelis who are at fault. So, let's take a more detailed look at these Palestinian refugees and what put them into these dire circumstances.

In 1970 the Palestinians under Yassir Arafat's PLO (Palestinian Liberation Organization) were strutting around Jordan, particularly Amman, with weapons. They had made no secret of targeting King Hussein's brother, Hassan for assassination because he had used the Jordanian army to control their ambitions to take over Hussein's kingdom. When the Palestinians became too bold, King Hussein attacked them, killing 10,000 to 20,000. Hussein drove them out of Jordan and most went to Lebanon. At that time neither the U.S. nor the Europeans objected to King Hussein's ejection of these hostile Palestinians. For that matter, Syria, Egypt, Iraq, Iran also remained silent since that would have been their response to an attempted coup. The Palestinians were neither liked nor trusted by their Arab brethren but they were used to attack Israel through terrorism.

The Palestinians fled to Lebanon, there to be welcomed as brothers by the Lebanese. This soon changed as Arafat created a violent mini state-within-a-state. His methods were brutal. He set the Lebanese Muslims and Christians against each other.. Killings became common, with an estimated 100,000 dead Lebanese over the 12 year civil war which the PLO spawned. Every street corner became a money collection check point for Arafat's terrorist militia. Space does not allow me to detail the horrors and massacres visited upon the Lebanese by the Palestinians. When the Israel Defense Forces entered Lebanon in 1982 to stop the PLO's cross-border attacks into Israel, the Lebanese people welcomed them with flowers as their liberators. And the IDF discovered huge underground tunnels, filled by the PLO with major heavy weapons and war plans to attack Israel in a massive assault led by Syria.

But, the NEW YORK TIMES, speaking as the unofficial mouth of Bill Clinton's administration, guides us to the idea that these poor, peaceful refugees must return - not to Jordan - but to Israel. Here the propaganda twist hitches a ride to the unrelated return of Muslim refugees to Kosovo after they were driven out by Milosevic. The trick is to show a similarity, but not to print the underlying facts which would empty the story of the facts so the reader is eventually lead back to the Israelis. If the show camps are to be emptied of the unacceptable Palestinians and forced into Israel, then a sympathetic foundation must be laid. To force compliance, Israel must be pushed back to her 1948 borders, followed up by a flood of Palestinians into Israel's cities and towns - as promised by Arafat.

In 1948 the 7 Arab nations of Jordan, Lebanon, Egypt, Syria, Saudi Arabia, Iraq and Yemen rejected U.N. Partition Resolution 181, attacked the newly born State of Israel, pledging to push the Jews into the sea. Assam Pasha, Secretary General of the Arab League said: "This will be a war of extermination and a momentous massacre, like the Mongolian massacres and the Crusades."(2)

They had already begun their armed assaults in 1947. The total estimated Arab population of the region in 1948 was 696,000 (3). Exact numbers were difficult to ascertain since there was considerable shift in the local Arab population in and out of the nearby Arab states of Egypt, Transjordan, Syria, etc. The Arab armies requested/ordered that this sparse population leave their homes to clear the field of fire so that their armies could quickly roll over the Jews. 430,000 (4) fled to Jordan, awaiting their return and the promised loot from whatever the Jews had built up. The official records of the League of Nations' mandate and Arab census figures determined that there were 539,000 Arab refugees in May 1948. (5) By October 1948, there were already three "official" sets of figures: the U.N. had two, the higher of which estimated the number would "shortly increase to 500,000."(6)

Almost simultaneously 850,000 Jews who had lived in various Arab countries for centuries had their properties confiscated and were ejected from the Arab countries. 750,000 Jews from Arab countries settled, penniless, in Israel. But, at least they were absorbed while the Palestinians were rejected by the Arabs and kept in poverty to invite Western sympathy.

The Arab armies lost the 1948 War of Independence against 600,000 poorly armed Jews as well as six subsequent wars, gambling away territory as they continued to pledge a never-ending Jihad (Holy War). Regrettably, the non-Muslim world doesn't understand nor believe that a whole culture could be driven by their religion. Islam dictates that Muslims are either dominant and in control (dar al-Islam - the House of Islam) or in a perpetual war with all infidels (dar al-Harb - the House of War) until they conquer their non-Muslim adversary. Christians and Jews cannot grasp the drive of Islam to expand across the globe. The non-Muslim world thinks that it can negotiate terms with Islamists - not understanding that any negotiations are merely temporary tactics until Islam can once again dominate - as dictated by Koranic law.

As a relevant part of this story we now find Yassir Arafat, on advise from the E.U. (European Union) going to the U.N. (no friend of Israel) and asking that they reinstate the dead U.N. Partition Resolution 181 of 1947, which the Arabs rejected by attacking Israel in 1948. It has been 52 years since the Arab nations, singularly and collectively pronounced Resolution 181 null and void.

Enter here the 15 E.U. nations whose leaders and religious clerics re-confirmed their bias and demonstrated that most of them retain the same hostility in word and deed as when they voluntarily turned their Jews over
to Hitler's death squads, followed by their looting of all Jewish assets. Slightly behind the scenes look for the Clinton control and support group, eg., Albright, Berger, Indyk, Ross, Miller, Kurtzer, all of Bill Clinton’s Leftist court Jews who have been used to bring Israel to her knees.

So dear reader, what you are seeing evolve is a political pressure campaign to force Israel's withdrawal from the only, I repeat, ONLY, defensive borders she has. Since Clinton, the U.N. and the E.U. cannot yet threaten to employ NATO to bomb Israel into submission, this earlier phase requires economic pressure and brainwashing the public (you) to accept the idea that the Palestinians and Arabs generally are peace-loving people who do not pose a threat to the Jewish State. The E.U., the U.N. and the Clinton Administration have stacks of irrefutable documentation that the Palestinians cannot nor will not keep any of the agreements they signed - Oslo, Hebron, or Wye.

Strangely, Arafat makes the frequent pledge even on TV that he will "free" all Israel, march to the sea, declare the New State of Palestine over all of Israel and make all Jerusalem the capital of that state and only that state and - whoever doesn’t like it can go drink Gaza sea water."

What can we expect in the near future as the Clinton administration ramps up its pressure on Israel? As indicators: Watch for such lead media outlets as the NEW YORK TIMES, LA TIMES, CHICAGO TRIBUNE, CNN and journalists like Peter Jennings, Anthony Lewis, Tom Friedman, et al, who will increase their depredations against Israel until Israel is forced to surrender to all Arab demands. The media will offer stories with a spin, all ending up with the idea that Israel must go back to the 1947 Partition borders and allow 3-5,000,000 Palestinians to flood Israel. Do you recall that only 496,000 Palestinians left? Their Arab brethren kept them in squalid show camps where ongoing fraud, inflated birth rates, concealed deaths raised the numbers to unbelievable heights. The hatred and distrust of their so-called Palestinian brothers became clear when the Arab countries refused them citizenship and instead keep them in the equivalent of concentration camps.

Until 1948 the definition of a refugee was someone who was forced from his permanent home. That definition was broadened to include any Arabs who had lived in Palestine for two years! (emphasis added). (7).

Nothing has changed. The Arabs and Muslims hate the Jews (and the Christians) for not being Muslims. The Islamic clerics have issued unbreakable Fatwa's to clear the land of Jews. According to strict Islamic code, any land lost where the Muslims had once controlled had to be regained until the whole world came under Islamic rule. As described earlier, under Islam the world is divided into spheres of Dar al Islam (the world of Peace) and Dar al Harb (the world of War). Therefore, all is war where the Muslims are not dominant.

So, be prepared to be coaxed, pushed, assaulted into believing that terrorism, squalid refugee camps, Arafat's brutalization of his own people and his embezzlement of the donor money from the U.S. and Europe is by a twist of words Israel's fault. This is what you will be asked to believe by our media friends who now create the news when the UN votes sanctions against Israel and the E.U. countries cut off trade -as they once did to South Africa. They sincerely believe that they can appease the Arabs if they deliver up Israel.

You may conclude that this Presidency, its State Department, key media and certain journalists are quintessentially evil - and you would probably be right!

The United States has high expectations of Ehud Barak, the Israeli favorite for prime minister.

U.S. diplomatic sources said Clinton administration and State Department officials have drafted plans to begin multi-track peace negotiations between Israel and the Palestinians and Israel and Syria. They said Washington will press for accelerated talks so that peace agreements can be signed while President Bill Clinton is still in office.

Clinton is scheduled to step down in January 2001. "The expectations from Barak are similar to those the United States had of Yitzhak Rabin when he was elected in 1992," a U.S. diplomatic source said. "At least in the initial stage, there will be a big push to move things forward on both the Israeli-Palestinian and the Israeli-Syrian tracks."

Barak leads Likud incumbent Prime Minister Binyamin Netanyahu by up to 17 points in the latest polls. Some pollsters assert that Barak could receive the required 50 percent of the vote in Monday's balloting. If the 50 percent target is not achieved, a second round is scheduled for May 31.

Last week, U.S. Secretary of State Madeleine Albright told the American Jewish Committee that Washington intends to press for accelerated negotiations with the Palestinians after a winner emerges from the Israeli elections.

"Once the elections are over, we will urge, without any further delay, implementation of all outstanding Wye obligations by both sides," Ms. Albright added. "We will also seek to resume the final status negotiations with the objective of completing them within one year. We will be prepared, in addition, to undertake a new effort to make progress on the Syrian and Lebanese tracks."

Sources in the Clinton administration said its efforts to accelerate peace talks will not be shelved should Netanyahu be reelected.

U.S. government sources said the administration is prepared to demonstrate generosity to Barak. They said this could include a decision to allow a congressional effort to move the U.S. Embassy from Tel Aviv to Jerusalem, $1.2 billion in additional defense funds in connection with the Wye River accords and the release of Jonathan Pollard, sentenced to life in prison for spying for Israel.

Some U.S. aides, however, involved in the Middle East planning are skeptical whether Barak will agree to simultaneous peace talks. These aides, including State Department peace talks coordinator Dennis Ross, assess that Barak will insist on focusing on the Palestinian track.

These aides have urged senior senior White House and State Department officials not to place too high hopes on Barak. They said although Barak will not be confrontational he will be more stubborn than Rabin.

Unlike Rabin, the aides said, Barak will probably be less affected by the advice of his colleagues. They said Barak remains deeply suspicious of such Labor Party colleagues as Yossi Beilin, an architect of the 1993 Oslo peace process.

The result, they said, is that the U.S. administration, which badly wants progress in the peace talks, will become quickly frustrated. "The honeymoon with Barak will probably be a short one," a U.S. diplomatic source said. "Bill Clinton wants to complete the Middle East peace process during his presidency and this will lead to pressure."

Clinton will have in former Prime Minister Shimon Peres an ally in any Barak government, the U.S. sources said. The sources expect Peres to be given a ministry that will be responsible for multilateral talks. But Peres will seek to influence and direct Israel's foreign policy.

Peres has already urged any new Israeli government to wrap up Middle East talks during the Clinton administration, saying the president is committed to achieving a peace agreement.

Sources in Barak's inner circle said they are aware of U.S. expectations in case their candidate wins. They said they could not predict Barak's response.

"Barak is somebody who is resistant to advice," one source said. "He listens politely but honestly believes he knows better than anybody. This could prove to be a problem."

CONSPIRACY AGAINST POLLARD & ISRAEL by Emanuel A. Winston
Never in our recorded history have so many Intelligence Agencies, the Military and the Politicians conspired to keep one man in jail. Their zeal verges on mass hysteria which is so blatant it makes one wonder if they are anxious to protect the United States - or themselves.

Jonathan Pollard betrayed a trust - or did he? He gave Israel information about Soviet supplied weapons to Iraq, Syria, Libya and other Arab countries, including NBC (Nuclear, Biological and Chemical) materials and missile technology to deliver it. According to several prior MOUs (Memorandums of Understanding) including 1983 by a long line of American Presidents and Congress, this vital information was to be shared with Israel as part of American policy to insure Israel's defensive viability against a host of surrounding hostile Arab countries. And yet powerful men like Defense Secretary Caspar Weinberger and Admiral Bobby Ray Inman, Deputy CIA Director embargoed this life and death information from Israel. Inman was enraged by Israel's bombing of the Iraqi nuclear reactor at Sara in Osirak 1991 and from that point on, deliberately withheld this information from Israel. Weinberger tried to insure a "Level Playing Field" for the combined Arab confrontation States arrayed against Israel. (What exactly was the Weinberger - Inman relationship with Saddam which enraged them.)

Caspar Weinberger revealed his knowledge of Saddam Hussein's intentions to use gas capability against Israel during a radio interview which we heard during the first SCUD attack on Israel, January 18,1991. Weinberger said: "It's a shame that Saddam is using poison gas against Israel." In 1983 when Pollard protested the embargo of this information from Israel, he was told by his superiors: "Don't tell the Jews. They're too sensitive about gas." Weinberger's secret memorandum to Judge Aubrey Robinson before his sentencing of Pollard to "Life with No Parole" has never been shown to any of Pollard's lawyers, violating American justice of the defendant's rights to confront his accusers. We know from Justice Arthur Goldberg's admission that Weinberger falsely accused Pollard of spying for South Africa to enrage Judge Robinson (who is black).

After the US government abrogated its plea agreement with Pollard, they locked him down in solitary first in a prison for criminally insane and then at Marion Illinois' maximum security prison for over 7 years. He is now in his 14th year of prison - 4 times what others who spied for allies received. Clearly, the conditions of lock-down were more than to keep him isolated and more like an effort to break him, possibly ending in a staged suicide.

Whenever the American and Israeli people, the Congress and the Knesset have moved in unity to urge commutation of Pollard's sentence to time served or for any kind of leniency against his sentence of "Life with No Parole", the Intelligence community has arisen in a vast coordinated movement to stop it. By now the punishment has gone beyond any imprisonment of any spy, particularly one who warned an ally that Saddam Hussein was building up his NBC (Nuclear, Biological and Chemical) arsenals - with Israel as his first target. Several spies for enemies like the Soviet Union have been released after 4, 6, 9 and 19 years (of a 40 year sentence) respectively. The maximum sentence for spying for an ally is 10 years, the median sentence is 2-4 years or nothing.

Was the release of Jonathan Pollard after 14 years a risk to the nation years after the secrets were stale? Or were these same Intelligence Agencies, Presidents, Vice Presidents, Defense Secretaries acting so maliciously because of their own risk of exposure as co-conspirators in a nefarious plan to eliminate an ally, Israel, whose presence disturbed their Arab oil market clients? Angelo Codevilla, professor of International Studies at Boston University and former Naval Intelligence officer served on the staff of the US Senate Select Committee on Intelligence during the Pollard arrest and conviction. He has written that: "Some US intelligence experts say the Intelligence community in Washington no longer opposes Pollard's release. The group that wants to keep Pollard in jail consists mostly of those who dealt with the case in the mid 1980s: Weinberger, Bobby Ray Inman and the US prosecutors [possibly one desperate former President]. It is a straightforward political matter. "In briefings to the Senate Committee, US officials never claimed that Pollard gave intelligence methods and sources to Israel. Instead, he relayed data, analysis and photographs - the sort of material that Israel had received from the US. Pollard angered US government leaders by his effort to undermine what he regarded as a pro-Iraqi policy by Washington. The US policy of aiding Iraq was a disastrous policy which led to the Gulf War. The authors of that policy were Shultz, Weinberger and Inman." "Inman said they [the Israelis] had used US satellite pictures to plan the bombing [of Osirak] and had harmed sophisticated US efforts to build an important relationship with Saddam. Therefore, he [Inman] personally cut Israel off from satellite information about Iraq and later began to send satellite pictures to Saddam." (1)

George Bush, then VP (former Director of the CIA) and Jim Baker (Reagan's Treasury Secretary) were deeply involved in manipulating the Reagan administration's buildup of Iraq, a policy they continued as President and Secretary of State until the day Saddam invaded Kuwait. And, since Bush ended his Desert Storm after only 4 days on the ground, allowing Saddam and his top Revolutionary Army to survive, facilitating his transfer of 100 jets to Iran (later shipped to Syria), one wonders about their complicity in building Saddam's Weapons of Mass Destruction and responsibility for its eventual victims. This includes victims of the Gulf War - as well as those casualties of Saddam's poison gas attacks against Iran and his own Kurdish citizens.

Another question begging for an answer: Was Saddam given President Bush and Sec. of State Baker's approval to invade Kuwait, to take its $80 billion in assets so Saddam could continue his massive purchases of weapons and continue fulfilling our aberrant foreign policy? According to reports, US Amb. April Glaspie under orders from Baker, told Saddam "the US wasn't interested in his border disputes." This was the "green light" for Saddam to invade Kuwait.

Saddam still claims Kuwait Iraq's sovereign territory. So it's not over yet. Thanks to Bush/Baker's premature halt to the first Gulf War and to Clinton's wimpy occasional bombing, Saddam is still the power and threat to the Middle East. Denials notwithstanding, Col. Scott Ritter disclosed that Secretary of State Albright had interfered with UNSCOM's surprise inspections to avoid a political confrontation with Saddam in order to continue our foreign policy to protect him. (2) Is it OK for the CIA to spy in Iraq today in order to expose Saddam's NBC arsenal, but in 1984 it wasn't OK for Pollard to blow the whistle on Saddam's intention to eliminate Israel? Saddam declared that he would "burn half of Israel" - and he had the weapons from the West to do it.

For years Pollard's accusers hinted mysteriously that he had done terrible things such as betraying the intelligence methods and identities of American spies in the Soviet Union. But, lo and behold, the spy who did this turned out to be a deep and powerful CIA mole who himself created the disinformation against Pollard because he was in charge of that brief. Aldridge (Rick) Ames, chief of the CIA's Soviet/Eastern Europe counterintelligence, was convicted of the very crimes for which he accused Pollard and which precipitated the deaths by execution of at least 34 of these American and allied agents in the Soviet Union. Ames identified 55 clandestine US and allied operations in the Soviet Union, thus causing the deaths of many others.

However, even after Ames was revealed as the spy and mole who caused these deaths by his leaks to the USSR, Pollard was then and is still being falsely accused by the Intelligence Agencies of Ames' crimes. Pollard has been wrongfully blamed for the deeds of a CIA Director (Ames) who had for years transferred every secret he could lay his hands on. One can understand why the present CIA Director, George Tenet tasked to improve the image of the CIA, would threaten to resign if Pollard were released. The coverup of the CIA failure was to be erased from the American mind by keeping Pollard as their permanently jailed scapegoat.

According to former Justice Department attorney John Loftus, "In order to hide his own espionage for the Russians, Rick Ames successfully point the finger of suspicion at Pollard for the spate of serious leaks that crippled US networks inside the Soviet Union." How does Loftus know? He cites: "recent disclosures in the 'intelligence community'. Several investigations from the CIA and NIS (Naval Investigative Service) have made sheepish admission that Pollard was the victim of hysterical over-reaction." The first key to this turnaround, says Loftus, is "the recent confession of CIA agent Ames that he (not Pollard) was responsible for leaking top level secrets to the Kremlin." Loftus quotes Naval Intelligence sources as
admitting that "90 percent of the things we accused [Pollard] of stealing, he didn't even have access to." (3)

John Loftus wrote in "Secret War Against the Jews: How Western Espionage Betrayed the Jewish People 1920-92" that "Pollard had little access either to communications intercepts or satellite data , let alone secret NSA codes. His primary access US Navy data banks on ocean shipping. His private focus was on arms shipments to terrorists." Which, according to Loftus, "is where the ugly truth lies. Pollard noticed a pattern of vessels back and forth from Greece to Yemen, where the PLO had a major base. Summer of 1984 the Israelis tipped off the Greek authorities to seize an entire shipload of arms destined for the PLO. Neither Pollard nor Israel was aware that they had smashed George Bush's first shipment of arms to Iran. The British Secret Service had arranged the Greek shipment to ransom American hostages held in Lebanon. Pollard never realized that he had busted the most secret White House operation of modern times. The summer 1984 Greek shipment was a dagger over George Bush's head. The Greek shipment in 1984 exposes the entire White House cover-up." (4)

Jerry Agee, Pollard's superior in Naval Intelligence told Wolf Blitzer, he and another colleague were suspicious of the number of classified documents Pollard was taking home with him. They concluded that the information was almost certainly going to Israel. As the materials dealt with Soviet weapons systems and Arab military capabilities, it was not something the Soviets would be interested in. As Agee said to Blitzer: "It didn't take a fool to find out that the Soviets were not buying back all their own information." (5)

Now, with President Clinton about to commute Pollard's sentence, the Intelligence, Military and Justice Department communities have become frantic. As a desperate measure they released, through a journalist who was fed the "correct" information, the great secrets that Pollard was to have transferred. On January 11, the deadline day of Clinton's promised clemency decision, an article was printed in the NEW YORKER by Seymour Hersh. Of course, the article was cooked and planted by the same Intelligence Agencies, and "leaked" it to a journalist known for his susceptibility for sensational stories. Of course, Seymour Hersh is known for gullibly accepting the disinformation, including rumors, he propagates in the Pollard chapter of his book "The Samson Option." Hersh gains much profit by the credibility the NEW YORKER article lends to his reputation and his book. But, Hersh is thought to be an 'empty vessel' into which the disinformation entities pour their vitriol.

What is so outrageous about the NEW YORKER article is that Hersh drowns his listener in what even he calls "Tom Clancy" stuff - details and extrapolations of technical espionage that the US carries on against friends and allies alike. He fails to footnote, uses numerous "unnamed" sources: and quotes all the defamatory false accusations we've seen piled up against Pollard since 1985. One man he does quote by name is a former convict, now journalist. However, in alia, Hersh reveals that the US does indeed spy on its friends and allies, including especially Israel. Nothing is mentioned regarding US transfer of this information to such nations as Saudi Arabia, Syria or Iraq - consistent with an aberrant foreign policy pushed by special oil interests.

And, of course, in this day of the Internet and instant communications, it simultaneously appears in the NEW YORK TIMES: "US Now Tells of Must Deeper Damage by Pollard Than Thought" by Tim Weiner and repeated in the JERUSALEM POST: "Pollard Stole 10-volume Intelligence 'Bible'", etc. They threw in every false accusation printed before and made up now for "effect" - to scare off those members of Congress, Knesset, American and Israeli publics who smell a collective rat. Most have appeared before and been refuted:

Volume of material: an absurdity. He would have needed a moving van on several occasions. Inveterate liar: (9 months of polygraphs proved Pollard told the truth.) Cocaine abuser: Accuser a convicted felon. Disproved along with spurious and salacious charges of alcoholism and homosexuality. A test for drug use by a private physician was negative. Strangely, that medical file disappeared.

These now-to-be released "secrets" of what Pollard was to have stolen include a "10 Volume Directory of electronic frequencies and signals intercepted by the NSA (National Security Agency - the US primary electronic eavesdropping service and its biggest espionage entity) which listens to every nation in the world. Hersh admits there is no documented proof for the accusations leaked to him.

But, if this was that important, why hadn't the Soviets tasked Aldridge Ames to secure these volumes. Clearly, Ames had the highest level of security rating and access to this information years earlier. It would seem that our Intelligence Agencies, in an effort to keep hidden some of their ugly work against Israel, huddled and thought up a number of chilling scenarios which they could feed to the President (distracted by his own personal trials) and the American citizens via the media to justify their unjust continued imprisonment of Pollard. But, mostly they acted to assure their own personal safety and continued employment.

Have our President, Military Intelligence, CIA, NIA, NSA or politicians every lied to us? You bet. Do Politicians lie? Examine the Iran/Contra and Iraq-gate lies. Yes, indeed, these people are following the psychology explained by Carl Jung, wherein you blame your victim for what you are about to do to him.

"They" are telling us Pollard committed "Treason" (which he was never accused of nor indicted for). But, it was "They" who aided Saddam to build up his NBC arsenal, that, according to VP Al Gore, could kill off all the people on Earth. The "They" who should be questioned includes, among others: George Bush, Caspar Weinberger, Bobby Ray Inman, prosecutor Joseph Di Genova, George Shultz, James Baker, Brent Scowcroft, and various heads of the Intelligence Agencies and Justice Departments during the 1980s and 1990s. They have been aided and abetted by willing journalists, always eager for the scoop and sensation that gets them and their papers or TV/radio stations profits and good ratings.

The great American nation and its wonderful people have been an example to the world in its humanity for others. True, we have our crooks, our dirty politicians, our murderers and rapists - like all other nations. The problem is that as a super-power, we attract the power brokers who believe they know best. We find them often at the highest levels of government and in our Intelligence Agencies. They all believe they are doing right for the country and themselves by using any means - illegal or unethical - to a achieve their goals. They know the American people would not approve of their methods and so they go underground.

"They" tell us Pollard is guilty of crimes not originally spoken about during his "in camera" hearing. Pollard never had a trial. He gave up his right to a trial because they promised his ill wife Anne better treatment with no prison term and a light sentence for Pollard. The government broke its plea agreement and Pollard received a life sentence. Let us then have an open, fair trial where his accusers can openly charge Pollard and then have their accusations tested by lawyers who know to dig out the facts from this reluctant cabal bent on keeping themselves out of the docket and possibly jail. Let the liars lie under oath and we'll see where it leads.

Some may recall the hearing at an Appeals Court where three judges heard some of the evidence. Two concluded on a technicality that it was too late for such a trial. One was Ruth Bader Ginsberg who shortly thereafter was appointed to the Supreme Court. But the third Judge Stephen Williams said that "This was a gross miscarriage of justice." No, he did not receive an appointment to higher position.

So, we have an amoral President, a twisty State Department, Intelligence Agencies who will do anything to achieve their goals and cover their backsides, certain industrialists connected to Arab oil and their markets - all seemingly coalesced to assure that this one man stays in prison til he dies. You have to wonder why.

The true story of the Wye fiasco was exposed by Kenneth Timmerman. "Apparently, at 4 am on Friday at the Wye Plantation President Clinton agreed to a request - not from Mr. Netanyahu but from PLO Chairman Yassir Arafat - to release Pollard as part of a prisoner exchange to get Israel to drop its demand that Israel extradite the 36 Palestinians wanted on terrorism charges. The key terrorist of the 36 was the commander of the Palestinian Police, Ghazi Jabali. Arafat wanted to exchange Pollard for Jabali. President Clinton agreed. Several hours later, after the CIA jawboned him, he back out. And when Mr. Netanyahu balked at Clinton's reversal, Clinton threatened the US would recognize a unilateral declaration of Palestinian statehood in May - the equivalent of dropping a nuclear weapon on Netanyahu and his supporters." (6) Of course, the head of the CIA, George Tenet had to threaten to resign to achieve this full score effect.

This sounds like the Dreyfus Affair, except that Pollard readily admits his guilt for transferring vital intelligence to Israel and has often expressed deep remorse. However, his accusers seem to have adopted a plan to elevate Arab military power to a level that could wipe out Israel. Pollard was not charged with nor convicted for treason but it is highly probable that his accusers may have committed treason and are now desperately trying to cover up their black deeds.

Think, just THINK, about the implications of the attached most recent executive order. How come no one uses the T-word? Looking past the body count, there is still the T-word that is so obviously being hushed. Has anyone heard much about the F-16 fighter and satellite spy technology deals made with Beijing and most specifically the Chinese military intelligence? What the DNC is amazingly successful in hiding is the $ 5 Million, that the Chinese bag man, John Huang raised for the DNC. Our other China president, Tricky Dick set a precedent for Slick. President resigns and is pardoned by the VP. VP, now President, resigns and his new appointed VP pardons him. The real dirt that threatens the DNC, and probably the RNC, remains hidden. While Tricky was content to be president of the United States, Slick views that as just a stepping stone to President of the world, after he finishes putting the US under the UN sovereignty and forces. Slick, and the rest of the Luciferians, have to assume that Russia and China will play along. Rumor has it, that Congress will do nothing to Clinton because Congressmen and Senators have been threatened with a scorched Earth policy. FIRST LET'S TAKE A LOOK AT CABLE SPLICE: TOP SECRET - CODEWORD: `CABLE SPLICE'
SUBJECT: An Aggressive Program to Counter The Disrupters Movement
SUMMARY:
Recent efforts by The Disrupters Movement to gain political influence are beginning to seriously and adversely affect public perceptions and understanding of ongoing programs aimed at smoothing the transfer of sovereignty and power from national governments to super-national status organizations. Unless such efforts are countered and discredited, the task of creating a unified global government under UN control will be far more difficult. The most dangerous element of The Disrupters Movement are those that are part of the Christian Fundamentalist majority. The following memorandum offers a set of policy prescriptions designed to counter-act their efforts.

ANALYSIS OF PROBLEM
Although there has always been opposition from groups and individuals with a conservative, isolationist attitude, the recent growth of such opposition, and the ability and organizational success of these groups has raised serious concern in recent years. Unless steps are taken to meet the challenge posed by The Disrupters Movement, it is possible that these groups could make serious inroads into the public complacence which has been so carefully nurtured over the past fifty years.

NOTE: “the Christian fundamentalists that pose the greatest threat”. (i.e. to the New Globalism, Unity under the Internationalist elite). The threat is two-fold. First, there is the traditional conservative political threat, one which can be traced back to pre-WWII isolationism and political conservatism. These groups are not of particular concern as their organizing ability and numbers do not suggest the capability for amassing significant political power.
It is the second category, the “Christian fundamentalists,” that pose the greatest threat. These people are representative of a massive population of Americans and if allowed to propagandize and organize that base could present serious obstacles to further progress.

I. Overt Programs:
Overt programs to counter growing influence of Christian and other groups should take various forms:
A. An active effort aimed at promoting the benefits of global organizations and institutions. Media stories, books, conferences, and other means should be utilized to get the story out in appropriate fashion.
B. Appearances by political figures, well-known celebrities and other influential figures at events connected to international and super-national organizations and institutions. Of particular use are events which involve “feel-good” operations such as UNICEF, Feed the Children, Americares, etc.
C. Promotion of peaceful uses of atomic energy, disarmament as a necessary condition to peace and security, and tolerance and acceptance of non-Christian faiths should be promoted consistently but with enough subtlety so as not to turn off the targeted populations.
1. Under no circumstances, however, should such efforts be allowed to raise fears regarding these goals, nor should they provide substantive evidence of the true objectives of USG policy.
2. An important means of developing support for disarmament and the reliance on the United Nations to impose global order is through raising fears of nuclear weapons. By playing up the danger of nuclear war, it should be possible to generate considerable public support for further movement toward the disarmament of national states. This diverts attention from the real nature of the disarmament effort by portraying it as necessary to world peace, rather than as a step on the road to world government.
D. A massive attack on The Disrupters Movement, and especially Christian religious groups. This assault would challenge them as intolerant, hateful, exclusionist, and potentially dangerous. Such a program would include the following:
1. Efforts should be made to falsely portray their objectives as the creation of a religious theocracy and the imposition of strict religious interpretation of the Bible as the basis for political participation in “the New Christian America.” This can best be accomplished by focusing on the most outrageous and extremist statements and members, while downplaying the more moderate membership.
2. “Christian” groups should whenever possible be portrayed as fringe elements of the country’s religious population, not especially numerous and certainly not representative of “most” Christians.
3. At every opportunity these “Christian” groups should be presented as vicious, intolerant, and especially as anti-Semitic. The selective use of quotes, and if necessary, the use of invented statements, can be a most effective means of accomplishing this task.
4. Arrest either on criminal charges or on mental inquest warrants certain members of The Disrupters Movement who by their fanatical religious life-styles and/or their EMERGENCY PREPAREDNESS would be psychologically and physically prepared to survive outside of government control.
5. Harassment on criminal charges or mental inquest warrants of those who listen to and/or sympathize with The Disrupters Movement.

II. Covert Programs:
Covert programs may be equally as important, if not more so, to countering the increasing effectiveness of The Disrupters Movement.
A. Infiltration of The Disrupters Movement by sympathetic agents is an extremely useful tool in combating their efforts.
1. By carrying out extreme acts, and especially acts of violence, such individuals can bring discredit and public condemnation against The Disrupters Movement.
2. By raising confusion, and carefully encouraging splits and controversy within The Disrupters Movement, such agents will be able to reduce the effectiveness and coherency of those groups.
B. Individuals who have been groomed to operate outside the usual channels of political activity should be activated and placed in positions in which they appear to be in opposition to USG policy.
1. These persons would speak out publicly in opposition to our policies, but would in fact be sympathetic to our long- term objectives. By carefully and selectively providing false or misleading information, and information of a seemingly scandalous or dramatic nature, they would seem to be supporting the agenda of The Disrupters Movement. But when the information they promulgated was shown to be patently false, it would further damage the credibility of the opposition.
2. The use of certain talk radio personalities along the lines suggested in paragraph 1 has already proven quite effective and further ventures along these lines could be beneficial.
3. In extreme situations, it may become useful or even necessary for these undercover assets to carry out certain operations against members of The Disrupters Movement who are interfering with CABLE SPLICE. In some cases, terminations with extreme prejudice may be called for.
C. Subversion and Elimination of the Second Amendment
1. One of the most critical efforts must be the removal of firearms from individual control. The on-going long-term program to accomplish this is beginning to bear fruit and further efforts along current lines are advised.
a. The use of “agent provocateurs,” individuals who are seemingly insane (but who are never taken alive) who create highly publicized mass killings with automatic weapons has been particularly useful in molding public opinion. Similarly, the regular use of random killings in large urban areas as a way of creating a climate of fear and violence has resulted in significant gains for the gun-control point of view. Such programs are extremely useful and should be continued and possibly expanded.
b. On-going efforts to gain small footholds in gun- control are worthwhile as they open the door to further controls later on. The importance of eliminating the Second Amendment right to bear firearms cannot be stressed too much.

III. Disinformation Programs:
These programs should be designed to carefully seed the media with false and misleading information about long-term goals and plans, as well as forged and deceptive details about The Disrupters Movement.
A. Careful and selective placement of spurious and potentially damaging news stories in the popular media is an excellent means of raising doubts and fears in the minds of the population. Our opponents have made good use of this technique, we should do likewise.
B. One of the most effective disinformation programs has been the selected use of “expose” books and stories, all reputedly written by former government and super-government officials, but in fact developed within the NSA and CIA.
1. Connections to actual government operations, and the bona fides of such expose authors are deliberately vague in order to make tracing and verifying their stories difficult.
2. Although the books and information “exposed” would seemingly be extremely critical of our long-term programs and objectives, the contradictions contained within, the difficulty of verifying either authors or details, and the wild-eyed style verging on the irrational would all work to discredit and raise doubts.
3. The presentation of fringe and extremist religious doctrine and beliefs, or the presentation of Christian religious beliefs in particularly dogmatic and intolerant fashion, would help to turn popular opinion against The Disrupter Movement.

IV. Other Propaganda Efforts
A. Print Media/Publications
1. Appropriate use of popular media intended to discredit and attack opponents is a fundamental tool of countering The Disrupters Movement
2. While control of the major media outlets is crucial to such efforts, it is through “fringe” media publications that the most damage can be done to The Disrupters Movement. Continued use of assets within the counter-media can be extremely beneficial.
B. Electronic/ Computer Systems:
Electronic computer systems, bulletin boards, and information superhighway in general is an area of considerable importance to efforts to combat the activities of The Disrupters Movement. The ability of opponents to utilize computer bulletin boards to pass information and educate people must be met with an active program of disinformation and attack.
1. One means of countering the effectiveness of such opposition efforts is the simple expedient of overloading their bulletin boards. A single operator with one computer can set a program in motion that will send out thousands of messages. The sheer volume of such messages is more important than the content. Most people will give up rather than read through hundreds and thousands of messages.
2. A second means of countering the opposition’s use of computer technology is through the careful placing of disinformation agents. Such agents can take two forms:
a. Agents may be placed who will simply argue against the opposition, using delaying and confusing tactics such as constantly demanding references and “proof” of allegations, referring to obscure and difficult to find documents as evidence that the opposition is wrong, and generally forcing the opposition to waste tremendous amounts of time simply defending itself from spurious and irrelevant attacks.
b. Other agents have been placed with a more subtle purpose in mind. Such agents would take on the persona and attitude of members of The Disrupters Movement, but would present the opposition’s case in ways that will ultimately discredit them. The necessary effort to correct the messages posted by these agents, and the resulting appearance of disarray within the their camp should present considerable opportunities for further assaults on The Disrupters Movement.
3. In cases of computer net-works where it is highly imperative that the efforts of The Disrupters be neutralized, coordinated assaults can be arranged using aliases and multiple membership IDs to present a wide array of negative and meddlesome messages.
C. Diversionary efforts
1. Bread and Circuses
a. celebrities: The use of celebrities is a proven means of diverting attention from serious political issues. Moreover, the use of selected celebrity figures as political spokesperson can be a very effective means of getting our message across.
b. sports: Sports are useful as a means of diverting attention from serious political issues and dulling the minds of the populace. By focusing all their energies on sporting events, we can prevent people from undertaking the intense and serious study necessary to take effective political action.
c. Gambling: The provision of numerous outlets for public gambling serves multiple purposes. It serves to keep the popular attention engaged on sporting events, as well as what has become known as “lottery fever.” Perhaps more important, widespread gambling not only keeps the general public poor, it provides needed income for our own uses—especially when allowed in the form of state lotteries which purport to provide money for education, senior citizens, or other popular purposes. In fact, through the careful use of accounting manipulation, much of the funds raised are being diverted to support many of the other programs and efforts described in this memo.
d. talk shows: Talk shows serve a dual purpose.
(1) by diverting attention from serious issues, such programs dull the public intellect and prevent people from focusing on real issues and problems.
(2) by constantly presenting groups such as homosexuals, feminists, etc., in a favorable light, and presenting real “white supremacists,” “religious zealots,” and other opponents unfavorably, these programs can serve to reaffirm in the public mind which people are “good” and which are “bad.”
It is our belief that the above strategies, if implemented effectively, can be effective in countering and ultimately rendering ineffective the efforts of The Disrupters Movement.

On November 14, 1994, by Executive Order 12938, I declared a national emergency with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States posed by the proliferation of nuclear, biological, and chemical weapons ("weapons of mass destruction") and the means of delivering such weapons. Because the proliferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States, the national emergency first declared on November 14, 1994, and extended on November 14, 1995, November 12, 1996, and November 13, 1997, must continue in effect beyond November 14, 1998.
Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing the national emergency declared in Executive Order 12938.

To My American cousins in Christ,

It's frigidly cold here this morning. My cell is unheated and I cannot feel my legs. This is a blessing. Today I will be beaten and tortured before breakfast and I will not feel the pain as much. Numbness from the cold makes the tortures bearable. I will have to remember to scream on que so as not to upset the guards. I wonder if they are as bored with my cries as I am with their beatings? In prison, everything becomes routine, even torture.

I prayed for you again. I have much time on my hands here and thankfully no blood. I once heard a rumor that the churches in America each had a complete Bible of their very own. Could such a thing be true? Once at a house church meeting, just before my last arrest - how many years has it been? - I actually held a page of Scripture in my own hands and was allowed to read it to the church. I myself was holding the Word of God. I knew then that I was favored of the Lord. Such a great honor.

In my dream today I went to Heaven again and one of the Splendid Ones spoke with me about you. He showed me the great Russian bear - not at all dead as you have supposed - hibernating, rejuvenating, readying to attack you. Her sharp paws were unsheathed ready to slice and maul you into submission.

"Why do they disarm? " I asked.

The Splendid One replied, "They are at ease in Zion but soon will be at ease no more."

"I do not understand," I replied a bit confused.

"Many saints of the West have become wealthy and do not know that they are really wretched and poor and miserable and blind and naked. They usually equate the blessing of God with having money. They do not know of His true riches," said the glorious being.

Then Jesus Himself entered the place where we were talking. All bowed low and worshipped but I wept bitterly. Though He knew the answer, he asked me why I wept so. "Lord," I said, "Your sufferings only lasted a few days and mine have gone on for years. I have suffered much more than you. Why?"

With a great compassion, He seemed to look right through me (I felt him do this). He said, "Son, I have allowed you to sip suffering in small swallows so that your faith would not fail. I swallowed the dregs of the poison of sin whole. It was a torture you could never understand and it would have undone you. You have drank of my cup. Be patient a while longer."

I begged his forgiveness. His hand raised only to wipe my tears away and he held me close in understanding. I breathed in the perfume of His grace which seemed to fill me with new Life.

I awoke.

My dear cousins, you are not prepared for the sufferings to come. Lose this world now and let its claims on you fall away. If you gain Christ you will lose nothing important.

Not long ago I saw my reflection for the first time in years from a medicine chest in the infirmary. My teeth have rotted and I look decayed. My once handsome face is etched with pain. I look like a corpse straining to draw breath. The doctor gave me hot water to drink for my illness - we have no medicines here. It helped a little.

I felt so sad for myself and was glad my mother was dead. My condition would have killed her. As I headed back to my cell, the Holy Spirit said, "Don't despair. I will show you as you look to me."

I suddenly saw my image reflected in the ice. The bumps of the icicles took the lines away and I looked young and alive again. The best part was the snow. It gave the impression that I was dressed in a white robe of righteousness like the saints in heaven wear. It was delightful!

My smiles shock the guards. I can only explain that He is with me.

Dear American cousins, we are praying for you so that when night crashes on your land, and it soon will, your faith will not fail. Put the Cross back in your Gospel preaching and prepare your people to carry it or they will fall away.

It is very cold here. I am praying for a blanket or some rags to keep warm with.

On August 24, I flew to the Holmenkollin Park Hotel in Oslo, Norway to
cover a hastily organized "fifth anniversary" conference that was held
exactly five years to exact day and the very place where the "Oslo accords"
had been agreed to by the bonafide representatives of the government of
Israel and the PLO.

While the governments of Israel and Norway have indeed changed, you could
walk into the lobby of the Holmenkollin Park Hotel in Oslo and see many of
the people who brought you the original Oslo process still at work, even if
they were no longer in government.

In the hotel lobbies that were spread over two spacious floors, you could
noticeably see Shimon Peres and Uri Savir, five years ago with the top
brass of the Israel Foreign Ministry and now the heads of the Peres Center
for Peace in the Middle East, hob-nobbing with Arafat's top advisor, Abu
Allah, as they loudly discussed the nostalgia for the good times of five
years ago.

And in another corner of the lobby, you could see the Palestine Authority
chief negotiator Hanan Asfour who was quietly ensconced with Likud majority
leader Meir Shitrit, a man who was sent by the current Israeli Prime
Minister, Benyamin Netanyahu, to attend the conference on behalf of the
Israeli head of state.
Shitrit emerged from his coffee table summit with Asfour to tell the press,
quite matter of factly, that the differences between Israel and the
Palestine Authority were not too significant, and that another deal was in
the works.

And in another corner of the lobby sat Peres's trusted protege, MK Dr.
Yossi Beillin, who was meeting with Dr. Uzi Arad, the special national
security advisor to Netanyahu. Arad had just stated a few days earlier that
Dr. Beillin's idea for a delayed recognition of Palestinian Arab
independence was "worthy of consideration".

And in the downstairs auditorium at the Holmenkollin Park Hotel was a
reminder of the more difficult side of the Oslo process: It was there that
Norwegian statesman, Kare Kristansen, conducted a full fledged news
conference for the Norwegian media, where Kristiansen showed a recent
comprehensive video clip from the official PA Palestine Broadcasting
Corporation, complied by the Jerusalem- based "Peace for Generations"
group, whose representative, Daniel Yosef, had come from Jerusalem to join
Kristansen and present a video which showed that the official programs of
the Palestine Authority were airing daily television programs that egged on
Arab children to a life of "Jihad" holy war to liberate all of Palestine.

Upstairs, again in the lobby, one of the chief US negotiators, Aron Miller,
declared that the greatest disappointment in the Oslo process was that the
Palestinians had simply not changed their "tone" in Arabic.

Kristiansen, it will be remembered, was the one member of the Nobel Peace
Prize committee to resign from the committee rather than to sanction the
nomination of Arafat as a Nobel Peace prize laureate.

Kristensan declared that it was strange to celebrate this anniversary,
since that day commemorated Arafat's as-yet unfulfilled commitment to
cancel the covenant and constitution of the PLO whose 33 articles calls for
continued war and the eventual liquidation of the state of Israel.

Kristensan went on to describe Arafat's record: The fact that Arafat has
never issued a denunciation of the murder of Jews in Arabic, the fact that
Arafat has continued to give speeches that preach Jihad and the liberation
of all of Palestine, along with Arafat's human rights policies, which have
included the arrest and execution of human rights workers, independent TV
producers, along with a host of Palestinian dissidents.

The unkindest cut of all, in the words of Kare Kristensan, was that the
"decision" of August 25, 1993 to cancel the covenant was never ratified, to
this day, a factor which should have nullified any reason for the
commemoration of that date.

Well, there may have been another reason for the hastily called conference.

That reason may have something to do with Arafat's personal condition.

>From the first day of the Oslo process, every major and minor decision
rests on Arafat's shoulders.

Like him or not as a "democrat", Arafat has been a strong leader who makes
his presence felt in the Palestine Authority.

Arafat has demonstrated, time and again, that he can turn the spigot of
violence and terror "on and off", according to his will.

On the economic front, not only do all decisions go through Arafat - all
moneys flow through accounts in Israel and the Palestine Authority that
actually require Arafat's personal signature. That is written quite clearly
in the Oslo accords.

The Oslo process dependence on Arafat was made most clear when Kjell Magne
Bondevick, the Prime Minister of Norway confided in the press on the
morning of the commemorative event that the success of the process is
dependent on strong and personal support for Yassir Arafat. Only a few
months ago, German Chancellor Helmut Kohl summoned Netanyahu to Bonn with
precisely the same message.

After a festive meal at the Holmenkollin Park Hotel, a crowd of diplomats
and dignitaries gathered at Norway's famous "Nobel Institute", where the
Nobel Prize is bequeathed each year, and where Arafat, Peres and Rabin had
received their award four years ago - an event that I had also come to Oslo
to cover.

This was an unusual occasion - to honor Nobel laureates for a second time

After the crowd had gathered, Arafat walked in the room, holding on to
Shimon Peres. Arafat was asked to speak first. Since I have covered and
chronicled Arafat's speeches over the past five years, I was expecting
another dose of Arafat's accomplished oratory, however reconciliatory it
would be in light of the venue. Yet Arafat spoke in a hushed tone, in
Arabic, reading from a prepared text and asking his aide, Saeb Erakat, to
translate every few minutes.

Arafat simply stressed Palestinian nationalism and added a few thoughts
about "education for peace".

Peres followed suit with a call to peace, as did Meir Shitrit and US
diplomat Dennis Ross, after which the conference adjourned for the
panelists to meet just with the press.

During the informal break in events, as Arafat walked by me, I approached
him with my microcassette and proverbial reporter's pad, asking Arafat if
he would make a statement in Arabic about the recent murder of Rabbi Shlomo
Raanan in Hebron, since no statement had yet been issued from any official
PA source on this matter.

Arafat placed a very jittery hand on my elbow. His lips were stammering.
His legs were not steady. His eyes were bloodshot. His face was gaunt. Only
eighteen months ago, when I had accompanied a delegation of Judea residents
to meet him - he now seemed two thirds the weight he used to be. He could
not hear me, even though I was speaking to him from point-blank range. He
squinted, barely able to see me. Arafat stopped in his tracks, trying to
focus on my question. Then his security man pushed Arafat ahead towards the
toilet.

I had seen Arafat at a public presentation in Ramallah only a few months
ago. He did not look or act like this. Perhaps Arafat had suffered some
kind of stroke.

When Arafat returned to the hall, he sat at a press conference table next
to Erakat, together with Ross, Peres and Shitrit, opposite about twenty.
Arafat could not hear the questions from only a few feet away. Erakat
communicated them to him. I, for one, asked about the Palestine
Broadcasting Authority children's programs that are televised each day on
the official PA TV station, operating from Arafat's own studio. I asked if
these programs that promoted violence were the "education for peace" that
he advocated. Arafat responded by saying that there were 840,000
Palestinian children going to school in the Palestine Authority, and that
the Jordanian and Egyptian curriculum would soon be changed.
I asked him whether the children's TV programs on PA TV represented the
kind of programs that would become the Palestinian educational curriculum.
Eraket then whispered in Arafat's ear. Arafat then said that he has issued
orders for an investigation of the PBC TV children's club program. Erakat
then said that he was hearing about this program from many of his Jewish
friends and that he had "told Arafat" to ask for an investigation of the
matter.

What shocked the press in Oslo was that Arafat was no longer functioning.

Having been trained in medical social work and having watched my own father
suffer through a series of mini-strokes for three years before his death, I
do not have to be a medical expert to know that the Palestinian national
movement that has been oriented around Yassir Arafat for a generation must
now foster a new modus operandus.

What the press witnessed in Arafat's behavior in Oslo is what European,
American, Israeli and Palestinian leaders have also seen. The cat is out of
the bag. Arafat is on the way out. Even if he continues to live, he is no
longer a functional leader.

Writing in the summer 1998 issue of FOREIGN AFFAIRS, a leading Palestinian
researcher writes that Arafat's deterioration of health may bring about a
Hamas take-over of the Palestine Authority.

And what feeds Moslem fundamentalism more than any other factor remains the
allegation of corruption. From the Jewish-Moslem dialogue group that I
attend, I have learned from Moslem colleagues that when a public entity is
accused of stealing funds, it is like stealing from Allah (God)

Yet at a time when the US and some circles in the west face a new battle
with Moslem fundamentalism, from Kenya to Afghanistan, the last thing that
the US and the EU want to see now is a Hamas-led Palestinian entity.

It would be fair to say that the reason for a hastily convened summit in
Oslo this week was to prepare for a post-Arafat period in the peace
process, while giving Arafat an honorable send-off at the Nobel Insitute in
Oslo.

It would seem that the relationships that are again being fostered in Oslo
will again form the basis of the next step in the middle east peace process.

LYING FOR ALLAH

Revising the history of Jerusalem is beginning in earnest. Excellent thinkers are being employed by the Arabs to develop a steady stream of "semi" facts that support Arafat's deceptive claim to Jerusalem. Creative imagination is already inventing links with ancient tribes long since extinct, as identifiable ancestors, the Amorites, Canaanites, Philistines with the immigrant Palestinians of today.
These writers who have been employed to create the illusion are not townspeople from Syria, Libya, Iraq, Morocco, Egypt, Arabia, etc. These are sophisticated spin misters who sell their services in Washington and New York. Jew-hating is to be made respectable again.
To revise history first tell the lie but quickly wrap it in a thin outer layer of truth. Political lying, now called "spin" is merely persuading the ignorant that the lies you tell are the incontrovertible truth. This isn't difficult with the subject of drifting tribes now extinct, conquered nations and migration of whole civilizations. A revisionist writer can claim virtually anything and the reader can't possibly probe the complexities of swirling history known only to real historians who themselves make mistakes.
The objective of the coming campaign is to fire up the media and, through them, the American people with the idea that, through a carefully constructed revision of history, Jerusalem does not belong to the Jews but rather to Arafat's Palestinians.
A well-researched book, "From Time Immemorial" by Joan Peters (1) carefully tracked the inflow of Arabs into Palestine from Syria, Transjordan, Egypt, Arabia, Persia (now Iran), et al. Shifting Fellaheen population into the area was primarily based on available employment. Before oil became a major industry, most Arabs lived at a poverty level. If job opportunities appeared, word spread and whole tribes, families and individuals migrated.
When the Jews started to return to and build up the Land of Israel, tradesmen and labor were needed. Arabs from surrounding countries came in droves, glad to find profitable work. The British in control under the mandate watched the inflow of Arab peasants with benign disinterest, not even bothering to record their entry. The British did, however, count the Jews entering. In order to block their escape from the Holocaust in Europe, they maintained their quotas of only 5000 Jews per year.
When the book, "From Time Immemorial" was published, the Arabs and Washington Arabists were startled by this all encompassing research. However, shortly after publication, a major campaign was mounted to discredit the evidence. Creative semi-facts poured forth, each crafted to confuse and denigrate the research about Arab migration.
Today, much the same thing is planned for Israel generally and Jerusalem in particular. Some of the work has already started as we observe Mrs. Clinton calling unabashedly for a Palestinian State while the US State Department diligently undercuts Israel at every opportunity.
Before President Clinton was charged with allowing transference of American ballistic missile technology to China, along with concurrently receiving donations for his political campaigns, there were Arab contributions yet to be investigated by the Justice Department and Congress.
Kenneth Timmerman (expert on Terrorism) exposed the surprising and frequent visits to the White House by Arabs who were known to be financially connected to radical terrorists in the Middle East. The Clintons are often seen at most of the Arab League's conventions as not only honored guests but for whom there is a deep affection. What then have the Clintons done to warrant such approval and admirations?
In the coming weeks and months we'll see a concerted, coordinated PR effort by Arafat on one side and the Clintons' State Dept. on the other to implement a campaign of disinformation. Semi-scholarly articles will be published, bending, telescoping and changing history - then filtered into the media and intellectual circles for further distribution. Leftist professors, Washington Arabists, leading anti-Israeli journalists and certain leftist self-styled Jewish leaders will beat out a rhythm aimed at one goal - dividing Jerusalem to deny the Jewish people her sovereignty and capital.
Such journalists as Tom Friedman, Anthony Lewis, and others are already shooting arrows. But, the narrow targeting for effective collaboration has not yet been coordinated. The President, through his State Dept. (mostly Jewish) spokesmen will enlist the usual cooperative journals and media conduits to carry the message. The NEW YORK TIMES, CNN, NPR, LA TIMES, CHICAGO TRIBUNE, among others, as usual, will act as the cutting edge. They'll broadcast the claims of the Arabs, spinning them so as to give them legitimacy in the minds of the average uninformed readers. These stories will be picked up by small news chains, TV News and Talk Shows, Talk Radio. It will make a good story, regardless of truth, accuracy or justice.
Overseas we will see such nations as France, England, Russia coordinate their part. Like a rhythmic band, the efforts of all will coordinate into one deafening beat...Give Up Jerusalem...Give Up Jerusalem....Give Up Jerusalem!! (Appease the Arabs so we can all make more money.)
One understands the Arabs, driven by racistic Islamic ideology, want the Jews driven from every part of the land. What is shocking is that an American President has engaged in a conspiracy aimed at the Democratic Jewish State of Israel. Moreover, the Clintons, knowing that the Arabs promise elimination of the Jews, have collaborated in the process of Genocide by making Israel vulnerable to the Arab armies and terrorists..
The Arabs have amply demonstrated through six wars of aggression that they fully intend to eliminate the Jewish State and her people. Aiding and abetting this plan to murder is a war crime and the Clintons are surely up to their necks in a conspiracy. Evidence piles up daily. It's no wonder that the Clinton Administration refused to sign on to a World Court that would deal with war criminals.
In order to pull off what will be a massive PR swindle, the Arabs must play the game correctly. They know that up to the time of starting the rejuvenated State of Israel that the lore of history was with the Jews. Jerusalem was The City of David and no one contested it - that is, until the Jews had it back. Then the Arabs and Rome suddenly had an enormous reawakened interest, both claiming rights they had always denied to others when it was in their power to do so. Now they had to trick public opinion into the newly revised history where the Palestinians had a greater claim on Jerusalem.
Predictably, as before, the Arabs would soon believe their own rhetoric and sell their story with conviction to a media already demonstrably hostile to Israel.
The Arabs knew how to bargain in the Shuk (Market). With the right price, be it money or merchandise, you can close a deal. So...we have the Clintons in desperate need of money to settle their enormous legal bills plus the need for substantial income after leaving office. The State Dept. has long carried an anti-Semitic banner both viscerally and for multi-national corporations who owe their cash flows to the approval of oil potentates. The media has a special attraction for Left Liberal writers who detest a State that is religiously Jewish. Left Leaning intellectuals of the campus whose only purpose seems to be to lead civilizations into extinction, will trumpet the idea that civilized nations must open the gates to savages demanding their death.
Jerusalem is mentioned 667 times in the Jewish Bible; nowhere is it written in the Koran.
When an Arab poses for CNN with a key in his hand, claiming countless generations owned a house in Israel, he will not describe the stone foundation of his house because it is Jewish deep into the soil. Almost all Arab villages have names that derive from Biblical Hebrew, written in Arab pronunciation. Al Kuds, the Arab's term for Jerusalem comes from Al Kodesh for Solomon's Temple on the Temple Mount (Har HaBayit). Their other word for Jerusalem is Bayt al-Maqdis or, Jewishly: Beit HaMigdosh, the Jewish Holy Temple.
A key objective of this massive assault is to break the accepted wisdom that the capital of the Jews (both its soul force and its secular administration) has always been Jerusalem - for 3000 years. The idea that Jerusalem belongs to the Jews must be broken is a prime objective of the revisionists.
Next, the ancient Jewish prophets must be absorbed as Muslims. This is already underway. They claim Abraham is a Muslim. To cover the rest of the Jewish Prophets and the balance of humanity, the claim is made that every child is born a Muslim but the Jews and Christians corrupt them into the faith of the non-believers. Arafat described Jesus as a Palestinian to absorb him into Muslim lore as a bona fide Muslim.
How will the Islamic revisionists explain away the fact that in the Hebrew Bible (Torah), the name of Jerusalem is stated 667 times, whereas in the Koran Jerusalem is not mentioned at all? When the Jews didn't accept Mohammed's version of Allah as the only G-d, he turned their backs on Jerusalem. Mecca is their direction of prayer (quibla) as their soul city to which they must make a pilgrimage (hadj). Jerusalem is literally despised by Islam as it is so full of Jewish essence. Only since 1967 have the Muslims made Jerusalem a political issue - only for the purpose denying it to the Jews.
Again, they must capture Jerusalem by force. Each of her conquerors hoped that, taking the City of Jerusalem, they could add her soul power to their own deities. The idea of absorbing the power of cities was a primitive idea, rife among tribes through the centuries. Capturing your enemies holy places, shrines, temples would not only prove your G-d was superior but required the conqueror to place his godheads on top of the defeated. Which is why you will find on top of Solomon's Temple, Muslim Mosques built on top of Crusader Churches. Capturing G-d has been mankind's goal. To have your G-d bound to you is a man-made guarantee that you will be allowed into life after death. Once again the fight for Jerusalem is to take place with the primitives pounding on the gates aided by "civilized" anti-Semites.

This year we celebrate the State of Israel's 50th birthday, a landmark in our history. I believe we can be proud of our accomplishments in this half century.

Even before the State was officially declared, we were attacked from all sides, and most military experts doubted that the new state would survive. But we have not only survived against great odds. We have performed what can only be described as a modern miracle. We have gathered millions of exiles to our land, developed a thriving economy, and attained international standing in the sciences and the arts, in technology and in agriculture. With resolve and courage we have proved again and again that we can defend ourselves against all enemies.

These achievements have convinced our neighbors of our permanence in the region. Egypt and Jordan have signed peace treaties with us, we have established relations with other Arab countries, and started a peace process with our Palestinian neighbors.

There are few sacrifices and concessions Israel is unwilling to make to achieve peace with all its neighbors. But a fundamental requirement must be satisfied: security.

This should have been self evident. The very definition of peace includes the absence of violence and war. Terrorism and threats of violence are incompatible with the peace process.

Yet many expect Israel to withdraw from areas that are the cradle of Jewish civilization, to relinquish control over strategic assets, and to leave itself vulnerable to attack despite the absence of any credible assurance of security. This we cannot do. To treat the matter of security lightly is to abdicate our responsibilities as a government. Jews everywhere must remain united in demanding that security be an integral, indispensable component of the peace process. Only then can we achieve real peace.

Ever since the struggling days of the State's beginning, unity has been our invaluable weapon. And whenever cracks seem to appear in this bond, we prove time and again that in times of trouble or when facing a national challenge we set aside our differences and act as one people.

The bond between Israel and the Diaspora is vital to our survival. It is what gives the Jewish people strength in the present and confidence in the future.

Not every goal has been attained, not every challenge has been met. As we mark 100 years of modern Zionism and enter Israel's 50th year we must not lose sight of the purpose of Zionism: the ingathering of the Jewish people in the Jewish state.

With Israel's economy developing at an extraordinary pace and with its standard of living approaching that of the most advanced nations, there is every reason for Jews everywhere to consider Aliyah. I am certain that a majority of the Jewish people will be living in Israel by the time we celebrate the State's 60th anniversary.

We shall also widen the circle of peace to encompass all our neighbors, narrow the socio-economic gaps in our society, and resolve the differences between our religious streams.

Let us not rest on our laurels. But let us also view our magnificent achievements with pride, and feel confident that we will successfully face all challenges and overcome all obstacles.

Under the terms of the Oslo Accords, the Palestinian Authority (PA) is obligated to refrain from incitement against Israel.

In his exchange of letters with Prime Minister Yitzhak Rabin on September 9, 1993, Chairman Yasser Arafat wrote, "the PLO renounces the use of terrorism and other acts of violence and will assume responsibility over all PLO elements and personnel in order to assure their compliance, prevent violations and discipline violators."

The Interim Agreement (Oslo 2) of September 28, 1995 (Article XXII) states that Israel and the PA "shall seek to foster mutual understanding and tolerance and shall accordingly abstain from incitement, including hostile propaganda, against each other and, without derogating from the principle of freedom of expression, shall take legal measures to prevent such incitement by any organizations, groups or individuals within their jurisdiction."

In the Note for the Record which accompanied the Hebron Protocol of January 15, 1997, the Palestinians reaffirmed their commitment regarding, "Preventing incitement and hostile propaganda, as specified in Article XXII of the Interim Agreement."

Following are excerpts from an interview given by PA Chairman Yasser Arafat to the Egyptian Orbit TV on April 18, 1998. Chairman Arafat's remarks constitute incitement against Israel and are a violation of the Oslo

Accords and the Hebron Protocol. Israel intends to lodge a formal complaint with the Palestinians.

"Question: Were you under pressure from the Arab states then?
Arafat: No. In 1974, at the Palestinian National Council meeting in Cairo, we passed the decision to establish national Palestinian rule over any part of the land of Palestine which is liberated. [Note: The decision referred to by Arafat was adopted by the Palestinian National Council at its 12th meeting on June 8, 1974. The decision, consisting of a ten point program, is known as the "Phased Plan" for Israel's destruction. It contains two key elements: first, to create a Palestinian state on any territory vacated by Israel (paragraph 2 of the decision); and second, to use that state as a base for mobilizing a general Arab assault on Israel (paragraph 8 of the decision).]

Q: If a violent incident occurs, Netanyahu will exploit it and say that it is for this reason that he is not hurrying to make an agreement with the Palestinians, since they are incapable of controlling the situation.
Arafat: I know his tricks. Everyone must know that all options are open before the Palestinian people, and not just the Palestinian people, but before the entire Arab nation.

...Q: How do you explain that you occasionally ask the Palestinian street not to explode?
Arafat: When the prophet Muhammad made the Khudaibiya agreement, he agreed to remove his title "messenger of Allah" from the agreement. Then, Omar bin Khatib and the others referred to this agreement as the "inferior peace agreement." Of course, I do not compare myself to the prophet, but I do say that we must learn from his steps and those of Salah a-Din. The peace agreement which we signed is an "inferior peace". The conditions [behind it] are the intifada, which lasted for seven years.

The pact, slated to last for ten years, was broken within two years, when the Islamic forces - having used the peace pact to become stronger - conquered the Koreish tribe. His reference to Salah a-Din is to the Muslim leader who, after a cease-fire, declared a jihad against the Crusaders and captured Jerusalem.]
Q: Eight or nine years.
Arafat: Or twenty years. I say that all options are open before the Palestinian people. The Israelis are troubled by this phrase, but I ask them: "Why are you troubled by this phrase? Is it because you do not wish to implement the agreements?".

...Q: For practical reasons, do you now suggest to maintain quiet despite everything?
Arafat: Yes, I suggest we maintain quiet. We respect agreements the way that the prophet Muhammad and Salah a-Din respected the agreements which they signed.

Q: If your rival, and I don't want to say enemy, will not respect the accord, what will you do?
Arafat: We will cross that bridge when we come to it. As I said, all options are open before the Palestinian people.

...Q: Is Arafat still the same revolutionary fighter? Is he capable of taking to the streets when necessary?
Arafat: This nation of giants has created 100,000 Arafats. We are a nation of giants which has been struggling with World Zionism for 101 years, and we are capable of beginning it all again. I say this not in the name of Arafat
but in the name of the new generals.

...Q: There are Western observers who say that something must happen on the ground in order for things to start moving. Do you think that something must happen on the street, or is it enough to have effective American pressure?
Arafat: The only answer which you will get from me is that all options are open before the Palestinian people.

...Q: Does your position permit you to work without interruption, as you are wont to do?
Arafat: Without a doubt. I would also like to say that I envy the martyrs and I hope to become one of them, though it has been decreed thus far that I continue to live."

Arafat's reference to the PLO's 1974 Phased Plan for Israel's destruction in the interview above marks the second time in three months that he has referred to it. He previously invoked it in an interview with the Palestinian daily Al-Ayyam (January 1, 1998), on the occasion of Fatah day.

Dark Dealings in the Vatican?

Although it passed completely without notice in the U.S. press; a bombshell that was dropped in Rome last November continues to send shockwaves that are being felt in political, and religious circles worldwide. The explosive charge was released by Archbishop Emmanuel Milingo in an address to the Fatima 2000 International Congress on World Peace held in Rome November 18th-23rd. Addressing an international audience of bishops, priests, nuns, and laity, the archbishop charged that there are members of the Catholic Church hierarchy in Rome who are secretly involved in formal satanic worship. Commenting on the growth of evil in the world and the need for the Church to appoint more exorcists to aid the many people who are possessed, obsessed, or disturbed by demonic activity, the archbishop stated:

Now, the third dimension [of evil] is the most dangerous. It is subtle and the most terrible.... I could not believe when I discovered this third dimension of evil. The third dimension is people who follow instructions in satanic sects....

Now with this third dimension, I'm sorry to say, our Church belongs to it. I'm very sorry, I could not understand myself, and even now I don't understand. But the only consolation I have is that, well, Judas Iscariot was one. Together with Jesus three years, he never changed, then I understand that the third dimension of evil existed not only now, but it existed even then. Because nothing could change the heart of Judas Iscariot nothing.

Occultic Clergy The Most Reverend Emmanuel Milingo, formerly the Archbishop of Lusaka, Zambia, now works in the Vatican as the Special Delegate to the Pontifical Council for the Pastoral Care of Immigrants and Itinerants. The archbishop, who is an official Church exorcist, is the author of Face to Face With the Devil and other books, and travels throughout the world preaching and healing. The outspoken cleric accused fellow Roman Catholic clergymen of protecting Satan and his minions: "The devil in the Catholic Church is so protected now that he is like an animal protected by the government; put on a game preserve that outlaws anyone, especially hunters, from trying to capture or kill it. The devil within the Church today is actually protected by certain Church authorities from the official devil-hunter in the Church the exorcist. So much so that the exorcist today is forbidden to attack the devil. The devil is so protected that the one who is the hunter, the exorcist, is forbidden to do his job." Understandably, shocking statements such as these from a Vatican "insider," a Prince of the Church, caused a commotion in the Italian press. Il Messaggero, the largest Rome daily, gave front-page headlines to the archbishop's accusations, as did many other major secular newspapers. Three days later the Zambian prelate held a press conference to clarify his remarks, causing a second wave of sensational media coverage. To the question, "Are there men of the curia who are followers of Satan?" Milingo responded, "Certainly there are priests and bishops. I stop at this level of ecclesiastical hierarchy because I am an archbishop, higher than this I cannot go." Il Tempo and other major dailies reported that Archbishop Milingo cited papal statements to back up his charges. "Paul VI said that the smoke of Satan had entered into the Vatican," the archbishop is quoted as saying, "but I have not heard that anyone has seen him leave. We must pray so that he will go away." The archbishop was referring to a 1972 statement by Pope Paul VI on the damage to the Catholic Church since the Second Vatican Council. Surveying that wreckage, the Pontiff stated: "From somewhere or other, the smoke of Satan has entered the temple of God."

Censorship and Suppression Amazingly, nary a word of Archbishop Milingo's astonishing allegations made it into the American press. The U.S. media, ever attentive to the demands and fulminations of feminist nuns, apostate priests, prattling perverts, and heretical theologians, took a walk on this stunning story. It was not until mid-January, when copies of the Winter 1997 issue of The Fatima Crusader, a Catholic magazine, began arriving in mail boxes that the establishment media blackout was broken. Published by the Servants of Jesus and Mary in Constable, New York, The Fatima Crusader is associated with the National Committee for the National Pilgrim Virgin of Canada, which sponsored the Fatima 2000 Congress in Rome. "Without a doubt, the single most electrifying moment of the Congress was Archbishop Milingo's startling assertion that satanism is being practiced within the very walls of the Vatican," stated Father Nicholas Gruner, founder and publisher of The Fatima Crusader, in a letter accompanying the magazine. The Fatima Crusader added more fuel to the fire ignited by the archbishop with a statement from another Vatican "insider," Father Malachi Martin, a famous church historian and best-selling author. When questioned about Archbishop Milingo's statement, Father Martin replied: "Archbishop Milingo is a good bishop and his contention that there are satanists in Rome is completely correct. Anybody who is acquainted with the state of affairs in the Vatican in the last 35 years is well aware that the prince of darkness has had and still has his surrogates in the court of St. Peter in Rome." This confirmation from Father Martin is significant. As an exorcist, a former counselor and aide to Cardinal Augustin Bea, and a Vatican scholar of considerable renown, Father Martin is well qualified to comment on this subject. In Windswept House, his riveting novel published last year, Martin starkly portrays our world in the death grip of a monstrous, satanic cabal fast approaching the consummation of its insidious scheme for global dominion. In the opening pages of that book, Martin describes in frightful detail a demonic ceremony called "The Enthronement of the Fallen Archangel Lucifer," which allegedly was carried out secretly by a coven of Satanists including high-level Catholic clergymen on June 29, 1963 in the Chapel of St. Paul in Rome. According to the novel's account, the ritual conducted at the sacred site in the Vatican was a subdued ceremony disguised as a Catholic service, but through telephonic transmission was connected to and synchronized with a hideous, full-blown satanic service conducted in the United States. Martin had first made passing reference to the diabolical rite in his non-fiction 1990 best-seller, The Keys of This Blood. However, since publication of Windswept House, he has stated that the event has been documented. Contacted by THE NEW AMERICAN at his residence in New York, Dr. Martin confirmed that the "Enthronement of the Prince" did indeed occur as described in his novel. "Oh, yes, it is true; very much so," he said. "But the only way I could put that down into print is in novelistic form." "Are more members of the clergy becoming aware of this diabolical penetration?" we asked. "Yes," he replied, "they are beginning to scratch their heads and say that does explain things" such as the massive apostasy and dramatic decline in Catholic religious practice since the time of the "Enthronement" and the Second Vatican Council. And Archbishop Milingo? "He's merely like that actor in the movie Network, who got fed up and said 'I'm not going to take it anymore,"' said Dr. Martin. But clerics like the archbishop, he noted, end up "like those in the political realm who deviate from the Clinton point of view: you are marginalized, you're 'funny,' you're a madman, you are not 'mainstream."' Indeed, the outspoken archbishop appears to have been marginalized into near non-existence by the U.S. media. A Lexis/Nexis data search found not a single mention of his Fatima Congress statements, although several articles critical of him earlier in 1996 turned up. THE NEW AMERICAN called the Associated Press in New York.

After checking its database, a researcher at AP's international news desk informed us, "Oh, he's got a big old mouth" and is always spouting "a lot of insanity." The researcher could not be very specific, but she seemed to consider the archbishop's belief in the existence of Satan and belief in miracles as ironclad proof of his dementia. Still, we asserted, he is a bishop and a recognized exorcist. Does that alone not make his claims worthy of coverage? Well, we would have to call the Vatican AP bureau to find out why it wasn't covered, she informed us. At the AP's Vatican bureau we talked with reporter Dan Wakin, who repeated the generalized detractions and aspersions against the archbishop that we had already heard from his colleague in New York. Nevertheless, we insisted, why the total blackout in the U.S. press when the Italian media apparently thought him credible enough to devote considerable coverage to his charges on more than one occasion? Mr. Wakin had no answer. "We didn't cover it; that's all I can tell you," he replied.

Fiction or Fact? Malachi Martin asserts that "there are more and more clerics who are finally saying what is apparent." No doubt, Dr. Martin's Windswept House has contributed greatly to that trend. Father Charles Fiore, in a review of the book in the Catholic Family News, describes it as "a novel in which actual persons and events are disguised as fiction." Windswept House is a gripping account that whirls from Rome to London, New York, Washington, DC, Brussels, Strasbourg, Jerusalem, Moscow, and other centers of worldly power, graphically drawing the organizational tentacles of a conspiracy against God and man which is perilously close to enthroning its malefic new world order. That unholy cabal has targeted for infiltration and destruction not just the Catholic Church, but other religions, institutions, and governments. Father Martin is not surprised that his latest book has not met the critical acclaim of his past writings. He is not surprised that it has been almost totally ignored, even though it is published by a mainstream publisher (Doubleday). The reviewers for the major media, he says, are "steering away from it. They don't know what to think about it; they don't know what to say." But that hasn't stopped Father Martin's message. He has been interviewed on 117 radio stations and continues to speak out. COMPROMISING RELIGIOUS MONITORING

The ill-named and malignant FREEDOM FROM RELIGIOUS PERSECUTION ACT has now Become Law. Congressman Matt Salmon of Arizona, the pillar of opposition.(1) The principal promoters of HR2431 have begun to talk of compromise and a host of friendly amendments to the bill are designed to water it down sufficiently to slide it through Congress either in the closing hours of this session, or early in the January session. Newt Gingrich and Trent Lott have committed to passing the bill. It appears sponsor Congressmen Frank Wolf of Virginia and Christopher Smith of New Jersey and the promoters at FREEDOM HOUSE and HUDSON INSTITUTE want to divert attention from the substance of the bill to an argument over details.

This is a bold move to create a new federal agency with power to monitor religions from a White House Office, and to sanction other nations and groups anywhere on account of their religious practices. Therefore, it is unacceptable in any form.

Michael Horowitz, the bill's Godfather, has turned his efforts from lauding the nobleness of the bill to attacking the credibility of its detractors, among them WE HOLD THESE TRUTHS. This is a good sign that the truth stings more than we knew.

HR2431 ran into its first snag because of a grass roots movement rising up within the rank and file of American Christians, many of whom are now challenging their own organizations' support of the bill. Faced with growing common sense opposition, the War maker-promoters of HR2431 are now talking of amending out the more obvious faults.

Clinton Issues New Guidelines onU.S. Nuclear Weapons Doctrine

THE CLINTON administration quietly made a significant change in U.S. strategic nuclear doctrine in November by formally abandoning guidelines issued by the Reagan administration in 1981 that the United States must be prepared to fight and win a protracted nuclear war. The new presidential decision directive (PDD), details of which were first reported in The Washington Post on December 7, operates from the premise that the primary role of nuclear weapons in the post-Cold War era is deterrence. In a December 23 interview, Robert Bell, senior director for defense policy and arms control at the National Security Council, provided additional information about the PDD and clarified some misperceptions in the press with respect to the Clinton administration's policy on "launch on warning" and the use of nuclear weapons against a chemical or biological weapons attack.

New Guidelines

Due to its highly classified nature, many specific details about the PDD have not been made public. Nevertheless, Bell confirmed that "We have made an important change in terms of strategic nuclear doctrine in reorienting our presidential guidance away from any sense that you could fight and win a protracted nuclear war to a strategic posture that focuses on deterrence." The administration made the decision to rewrite the old nuclear guidelines early in 1997. At that time, General John Shalikashvili, then-chairman of the Joint Chiefs of Staff, explained to President Clinton that the United States could not reduce its nuclear arsenal to the level that was being discussed for START III (2,000 to 2,500 deployed strategic warheads) and carry out the objectives of the 1981 nuclear guidelines. Bell pointed out that this assumed that the goals of the old guidelines could ever have been realized--a skepticism that has been voiced by former Reagan administration officials. Hence, one key factor influencing the administration's decision to rewrite the old guidelines was that they were not compatible with the U.S. objective of achieving further strategic force reductions with the Russians. Moreover, the administration viewed the 1981 guidelines as an anachronism of the Cold War. The notion that the United States still had to be prepared to fight and win a protracted nuclear war today seemed out of touch with reality given the fact that it has been six years since the collapse of the Soviet Union. In this connection, Bell said the 1981 directive "reads like a document you would expect to have been written at the height of the Cold War, not something that you would want operative today...."

Launch on Warning

Bell said the press had incorrectly indicated that the PDD "still allows" the United States to launch nuclear weapons upon receiving warning of an attack. Bell emphasized that "there is no change in this PDD with respect to U.S. policy on launch on warning and that policy is that we do not, not rely on it." In fact, Bell said "in this PDD we direct our military forces to continue to posture themselves in such a way as to not rely on launch on warning--to be able to absorb a nuclear strike and still have enough force surviving to constitute credible deterrence." Bell pointed out that while the United States has always had the "technical capability" to implement a policy of launch on warning, it has chosen not to do so.

Negative Security Assurances

Bell also dispelled the published report that the PDD expands U.S. nuclear options against a chemical or biological weapons attack. "This PDD reaffirms explicitly, virtually verbatim, the policy of this administration as we stated it the last four or five years, including during the extension of the Non-Proliferation Treaty [NPT], the negotiation of the CTB [Comprehensive Test Ban] and the ratification of the Chemical Weapons Convention," he said. Specifically, the PDD reaffirms the 1995 statement on negative security assurances issued by Secretary of State Warren Christopher on behalf of President Clinton at the time of the indefinite extension of the NPT. This statement reiterated in a slightly more restrictive form the 1978 statement on the non-use of nuclear weapons issued by Secretary of State Cyrus Vance on behalf of President Carter. In this context, Bell explained that it is U.S. policy not to use nuclear weapons first against any state except in three cases. First, "if a state that we are engaged in conflict with is a nuclear-capable state, we do not necessarily intend to wait until that state uses nuclear weapons first--we reserve the right to use nuclear weapons first in a conflict whether its CW [chemical weapons], BW [biological weapons] or for that matter conventional [weapons]," he said. Under the second scenario, Bell said the United States reserves the right to use nuclear weapons first "if a state is not a state in good standing under the Non-Proliferation Treaty or an equivalent international convention." Finally, he said if a state attacks the United States, its allies or its forces "in alliance" with a nuclear-capable state, then the United States reserves the right to use nuclear weapons first, even if that state is not a nuclear-capable state and is in good standing under the NPT. Because these three exceptions have existed for some time, Bell said "there is no policy change whatsoever in this PDD with respect to fundamental U.S. position on no first use of nuclear weapons."

"A Sudden Attack: Eight Reasons Why It Can Happen,
Three Reasons About What Is Stopping It"

It cannot be said yet that an imminent war is inevitable. Avoiding war
and going back to political negotiations with the Palestinians and the
Syrians are definitely possible. However, one must also recognize that
if we continue to follow the path we have been treading in the past
year or so, a war is bound to break out sooner or later. That is why the
question is arising again this year: Could we possibly be surprised, as
we were in October 24 years ago? And if there is a sudden attack, will
we manage to withstand it?

At this point, it can be stated with almost full certainty that we will
not experience the same strategic surprise as in the Yom Kippur War,
simply because army intelligence estimates today and tells the Israeli
leaders and public that the likelihood of war exists and is on a
constant upsurge. As simple as that.

That was not the case in 1973. Then intelligence assessments adapted
themselves to the conception that the Arabs will not set out to war
because they do not enjoy the support of the superpowers, there is no
unity or coordination between them, and they have no adequate
response to the Israeli Air Force's ability.

Today, frustrated intelligence officers continue to follow up and report
about the war preparations. This time, however, they are not being
rebuked by the intelligence chief or the chief of staff, but by the
prime minister, while Foreign Minister David Levi accuses them of sowing
unnecessary panic.

What is the basis for the intelligence assessments that war is likely?
First of all, the continuing political stalemate. The experience of the
Middle East in the last 50 years shows that such a freeze is perceived
by the Arabs as perpetuating Israel's territorial achievements, so they
consequently try to break the logjam with war. This freeze also
endangers the cold peace with Egypt, which has undergone severe tests to
date. And if that were not enough, there are elements in the government,
among a small circle of decision makers, who argue that this
stalemate is good for the Jews in any case. If the Arabs cannot come to
terms with it, then better a war with them now than a war in a few
years time when Iran has attained a nuclear bomb and long-range
missiles.

Second, army intelligence is basing its assessments on the concrete
preparations being made by Syria and the Palestinians for a military
confrontation with Israel. In the Syrian case, we are talking about
explicit preparations for a sudden attack which have been going on for
three years and are at a quite advanced stage.

A very reliable security source estimated not long ago: "Al-Asad has
been preparing a military option since the agreement with Jordan
(October 1994). He has apparently adopted the Egyptian model of the Yom
Kippur War. He has been entertaining the thought of 'a comprehensive
war with limited goals' (an Israeli term) since 1994. He is probably
thinking about a small territorial achievement which can be attained
within a few hours through a surprise attack and then defended.
Until we mobilize our troops he will offer a cease- fire and
mediation, and during this time he will threaten us with his
ground-to-ground missiles to prevent Israel from hitting strategic
targets deep in Syrian territory and opening a comprehensive war.

"All international elements (that is, the Americans) tell us that
Syria will not do it because of is strategic inferiority versus Israel,
but we cite the example of 'Arafat who ignited the fire (in the
Hasmonean tunnel events of September 1996). His men opened
fire, but the whole world accused us. Al-Asad can create a similar
situation in Lebanon, for example.... He can always achieve
a tactical surprise through his choice of time for starting the war
or its exact location."

The Palestinians are also making concrete preparations for combat with
IDF [Israel Defense Forces] regular troops. In this case, we can
only cite the saying that "if a gun is seen hanging on the wall in the
first act it will be fired in the third." All the more so, when the gun
is long gone from the wall.

The third volatile element in the current situation are the guerrilla
and terrorist groups operating in Lebanon and the territories, such as
Hizballah and Hamas [Islamic Resistance Movement]. They have a constant
and strategic interest to undermine stability in the region and
make it slide toward war. They are a dangerous and explosive element
with the ability to cause a gigantic conflagration between Israel and
Syria, the Palestinian Authority, and perhaps even Egypt and Jordan,
even if these countries did not initially intend to go to war at a
specific time. The list of reasons which could lead to a conflagration
should also include Islamic fundamentalism, currently undergoing one of its
global tidal waves. A serious provocation by a few Jewish fanatics on the
Temple Mount, for example, could ruffle Husayn's tranquility and
commitment to peace. The king's top priority today is to uphold his
regime, and faced with the choice between it and peace with Israel it is
quite clear what Husayn will do.

Israel's growing isolation in the international arena (except the United
States) stands out among the external reasons encouraging a
conflagration. This isolation probably encourages al-Asad to believe
that if he makes a brief and successful military move and asks for a
cease-fire immediately afterward he will reap a nice political
achievement. Another external consideration, which has always been
important to the Syrians and the Egyptians and is much more important
to them today, is pan-Arab solidarity and coordination. Clear signs have
been discerned lately about the emergence of such solidarity, and perhaps
even coordination. There is more to Egypt's central role in this respect
than meets the eye.

A third reason is the self-confidence of Syrian and Egyptian army
generals who believe that they have attained relatively enough power and
partial response to Israel's air superiority which they did not have
before. The reason for this feeling in Syria is all the types of Scud
missiles with which it threatens almost every populated center in Israel
all the way to Beersheba. In Egypt, the main reason for the self-confidence
in the military sphere is the Western equipment of the Air Force, the Navy,
and several armored divisions. The Egyptian Navy already has a
clear edge over the Israeli Navy in number of vessels and quality of
armament.

Finally, the media and intelligence services in the Arab countries take
careful note of all the manifestations of weakness and cracks in Israeli
society and perceive them as an erosion in Israel's motivation to fight.
This fact is also an encouraging cause for going to war. On the flip
side there are three weighty reasons preventing the outbreak of a war at the
moment.

The first is the power and might of the IDF, which can still deter the
other side and make it think twice before making a move. Arab
experience has been that the IDF can rebound and hit back even from an
initial state of extremely inferior conditions.

The second reason is the United States' resolute support of Israel and
the absence of a superpower to back the Arabs and offer them a
political umbrella in the event that they open hostilities and fail. The
Russians have recently started to flex their muscles in the Middle East,
and they are being encouraged by al-Asad and Mubarak. They may supply
arms to the Syrians, but at this point they cannot be a counterweight to the
United States.

The third reason is the fear of al-Asad and 'Arafat lest when the
fighting is done they may find themselves in the same, or perhaps even a
worse situation than before; in other words, that the Americans will
take a tough position and prevent them from reaping the political fruit
of their aggressive initiative.

If IDF intelligence specifically says that the likelihood of war has
grown and if Israel cannot be strategically surprised as in October
1973, then what can al-Asad and 'Arafat do to unhinge Israel and
compel it to come to the negotiating table?

Quite a lot. A surprise need not be a strategic one. Even when the enemy
(in this case Israel) is expecting it, you can surprise it in terms of
the location, timing, weapons, and combat methods. And, we can
definitely be surprised by the make-up of the coalition that will be
facing us. A sophisticated combination of these elements may yield the
Arabs very good results, at least in the initial stages of the fighting, which
could later be translated into political achievements.

Moreover, a surprise war is not a very complicated affair and does not
cost a lot of money either. All you need is to have the political
leadership issue a clear order to the army to initiate a surprise
attack, share the decision with very few tight-lipped people, and give
the army a lot of time to prepare slowly and in secret. You also need
cooperation between the political and military leadership, and between the
attacking country and the guerrilla and terrorist groups who are its
allies in order to plan and execute diversionary tactics so as to put
the other side's intelligence to sleep. That is the whole story.

Almost any army in history that followed this recipe managed to unhinge
his enemy, at least in the initial stages of its surprise attack, even
when the victim was much stronger and bigger than the assailant.
Surveillance and early-warning systems are very sensitive and
sophisticated today, but so are the means of deception. Armies can move
faster, and victory in the battlefield is often determined by the type of weapons
being used (such as missiles), which only require a push on a button.

The Syrians will most probably not use Scud-B's and Scud-C's and will
certainly not use chemical warheads, unless Israel's moves endanger
Damascus and the survival of the regime or destroy the Syrian economy.
In other words, the Syrian threat to Israel's populated areas is a
deterrent to be used as a last resort.

And what if the Syrians decide otherwise? A possible scenario: They will
launch their surprise attack with a missile barrage on all of Israel's
military airports. At the same time, Syrian commando units will deal
with the intelligence installations on Mt. Hermon and several Golan
Heights mountain ridges. Half an hour later the Syrian tank divisions
will storm from their permanent bases and launch a wide-ranging attack
along the Golan Heights front.

If the missile attack succeeds in paralyzing the Israeli Air Force even
partially, this will undoubtedly constitute a surprise that will enable
the Syrians to achieve an initial success. They can reach the Israeli
defense line with their track laying vehicles and start breaking through
in several places within a few hours -- from 5 to 10 hours at most. Even if
the IDF recovers and manages to destroy the entire Syrian
surface-to-surface missile network, the initial impact will have been
achieved. Moreover, if the Syrian soldiers manage to hold onto several
Israeli outposts and defend themselves for 48 hours, al-Asad will be
able to take political advantage of the military success.

This is merely one example for a possible surprise attack scenario. A
surprise scenario with different characteristics can be drawn for the
Palestinians as well: Riots developing into bloody battles in the main
friction points -- Joseph's Tomb, Rachel's Tomb, Hebron, the
roadblocks around Qalqilyah, Tulkarm, and Ramallah. Perhaps the
Palestinians will even attempt to conquer an isolated settlement.

When the IDF reacts forcefully and both sides suffer dozens and perhaps
hundreds of casualties, Egypt announces it is no longer willing to sit
idly by. The Egyptian Army will not launch a war against Israel, and
perhaps will even not violate the peace agreement. Suffice it for the
Egyptian defense minister to concentrate several tank divisions near the
passages leading into the Sinai, to the north and south of the Suez
Canal (a thing that will take him no longer than 48 hours). The IDF will
be forced to recruit its reserve forces and the Americans will be
forced to intervene quickly. Since international world opinion will be
against us and Europe will exert pressure, it is not at all certain that
the U.S. intervention will assume the shape which the Netanyahu
government would like it to take.

It is possible to sketch several other surprise attack scenarios that
could be successful as far as the Arabs are concerned. It is important
to bear in mind that in order to move the political process, the Syrians or
the Palestinians don't have to score a significant military achievement
on the ground. They don't have to conquer an outpost or a settlement,
and not even an empty soccer field near a kibbutz on the Golan
Heights. It is enough for them to carry out movements that will force
the IDF to go on high alert and recruit reserve forces. The paralyzed
Israeli economy and our edgy nerves cannot tolerate such a situation for
an extended period, and then we will be forced to either attack or
beg the Americans to remove the threat. In both cases we will pay a
political price and the Syrians or Palestinians will achieve at least
part of what they set out to achieve. All they have to do is to desire this,
prepare for it, and spot the right timing at which the surprise will be
maximal.

JERUSALEM: CITY OF PEACE, CITY OF WAR

"We shall not, at any cost, accept the Jewish plan to continue their occupation of Jerusalem," said Palestinian leader, Yasser Arafat, in an interview with Saudi Arabia's daily newspaper "Okaz" last October. "Jerusalem is, and will forever be, the national capital of the Palestinian state," he said, emphasizing that Jerusalem should be surrendered to the Palestinians in accordance with U.N. Resolutions 242 and 338.

How can one city be the capital of two peoples? Obviously, Jerusalem can't stand as capital of two states, and if the Palestinians persist in their drive to declare a sovereign Palestinian state with Jerusalem as its capital, they are headed on a collision course that will embroil Israel and the Moslem world in a future war.

Har Homa has become a Symbol

The conflict over Israel's building the new Har Homa neighborhood in southern Jerusalem has once again raised the issue of Jerusalem to the forefront of world affairs. It has now become a symbol of the struggle for the city of Jerusalem. Palestinian statements, which are issued almost daily, never fail to describe this site as "a new Jewish settlement" in "Arab East Jerusalem."

For those of us who live here, this is obviously a propaganda ploy to create an image in the minds of the world that somehow "poor defenseless Palestinians" who have been living peacefully on their property for thousands of years have been wrestled off their land by the "mean 'ol Zionist Jews." Nothing could be further from the truth. This is an uninhabited hillock adjacent to the Jerusalem neighborhood of Gilo being developed for housing units for Jews and Arabs in a growing city. But how would the world know when they constantly hear the erroneous Palestinian description of the project.

Let's examine both of these statements:

1) The Palestinians say, "Har Homa is a new Jewish settlement."

No, it is not a settlement. It is a new neighborhood within the city limits of Jerusalem, built in the same manner as other newneighborhoods in Jerusalem, such as Gilo, East Talpiot, French Hill, Ramot, Neve Yaacov, etc. It is being built on an uninhabited hillock of 465 acres which is 75% Jewish-owned and, located adjacent to the Gilo neighborhood of Jerusalem. Additionally, the government did not just take the land, but paid handsomely for the land from the Jewish and Arab landowners. The project is not a new town or settlement in the West Bank, as the Palestinians claim, but a neighborhood housing development in the existing capital city of Israel: Jerusalem. 20,000 new housing units are being planned for the Jewish sector and 8,500 for the Arab sector - a ratio comparable to that of the Jewish and Arab populations in the city, e.g. 350,000 Jews and 150,000 Arabs, respectively. Furthermore, it is legal and permissible within the framework of the Oslo Accords, signed by the Palestinians.

2) The Palestinians say, "Har Homa is in Arab East Jerusalem, the part of Jerusalem that historically has had a majority Arab population."

No, this is not true either. Eastern Jerusalem comprises the Old City and the early neighborhoods built just outside the walls. This area was the ONLY Jerusalem until this century; there was no east or west. As far back as 1820, the Jewish community was the largest group in the city. Since 1875, there has been a Jewish majority in Jerusalem overall. The development of the city, due to the Zionist venture to restore the land of Israel, attracted large numbers of Arabs to Jerusalem as well. For example, the Arab neighborhood of Beit Hanina in the northern part of Jerusalem was a village under the British mandate, containing some hundreds of inhabitants. Today, it is a modern urban center of over 15,000 Arabs.

Jews and Arabs have always lived together in Jerusalem. The only time that Jews were not living in the Old City and areas in the eastern part of Jerusalem, was between 1948-1967, when the Jordanian army killed or evicted the Jews and destroyed over 53 synagogues and Jewish religious institutions. Jewish property was then confiscated by the Arabs, Jewish tombstones were used as paving stones and lining stones for Jordanian army latrines, and Islam overshadowed and marginalized the Christian institutions that remained (See next article for details).

Certainly, there is genuine frustration on the side of the Palestinians who have been indoctrinated by their leaders to strive for a dream that can never be realized, i.e., a Palestinian State with Jerusalem as its capital. Jerusalem has never been the capital of any other country except Israel and the Jewish people. Even when the Moslems ruled in this region, their capital city was Ramle on the coastal plain near Israel's Ben Gurion airport. Yet, Palestinian leaders still tout this impossible dream of Jerusalem as their capital, which can never be if they want to co-exist with Israel.

Even the Palestinian Authority's concept of their state is much more than just Gaza and part of the West Bank. They see it, and official PA maps show it, as extending all the way from the Mediterranean Sea to the Jordan River. Even the most moderate among the Palestinians, who might be happy with a limited state in the West Bank and Gaza, see this as being "Judenrein" (without Jews). This is certainly unrealistic, considering that one million Arabs live in Israel who aren't being asked to move. Why should Jews who live in the West Bank and Gaza move from their homes? As long as the Arab leadership continues to sell their expansionist Islamic vision, the Arab masses will riot and work violently to stop any activity that will create co-existence and genuine peace between Jews and Arabs.

If anything, Har Homa could be a symbol of peace, with Jews and Arabs living in close proximity, working together for a better future. However, what this controversy has shown is the Arab desire to keep the Jews out of Jerusalem. A PA spokesman made it clear in an interview on CNN, when he said they did not want the Har Homa neighborhood because Jerusalem is an Arab capital, and they did not want to deal with more Jews.

Islam's Goal

An inevitable war with the Islamic world over Jerusalem is coming into view over the horizon. In fact, according to a poll published on April 3rd, most Israelis believe another war with Arab states is on its way if the crisis in the peace process is not defused. The poll shows that 59% percent of people questioned believe there is a "strong possibility of conflict" between Israel and the Arabs; and that faith in the peace process is on the wane in Israel, following violent Palestinian protests against the construction of the Har Homa neighborhood. The Arab/Moslem reaction is far out of proportion to the scope of the project. It has become another symbol to provide the Arab/Moslem world with opportunity to squeeze more concessions out of Israel.

One of Islam's main goals is the acquisition of "Islamic territory."

Regarding Israel, they believe all the land comprising the State of Israel, from the Jordan River to the shores of the Mediterranean Sea, is Islamic territory. Therefore, for them, the "Peace Process" is a process of claiming territory for the Arab/Moslem world, not a real process of reconciliation and compromise that we understand and work to achieve in the Western world. The Western concept of "peace," as "to bury the hatchet and resolve the conflict" is a totally foreign concept in the world view of Islam.

Islam defines the world into two parts, the "Dar es-Salaam," the "House of Peace;" and the "Dar el-Gharb," the "House of War." All non-Moslems, including Israel, Jews, Christians and the Western world, are in the House of War, and therefore outside the realm of reconciliation with the Islamic, House of Peace.

While no one in Israel really wants a war or even this ongoing conflict, it is thrust upon Israel and the West by the Moslem world which sees war as a natural option to achieve their goals. Furthermore, the Moslem world fully understands the Western concept of compromise to achieve peace, and that peace is preferred to war. This is not the case in the Moslem world, and they see our desire to compromise as a weakness.

The Arab/Moslem world is using the "Peace Process," which has become an idol to the West, as a tool to achieve their own goals. Just look at the "Peace Process" thus far, and you will see that when the Arabs are not getting enough concessions, they invoke the following formula: 1) take an issue and create a "mountain out of a molehill;" 2) spark terror and riots; 3) make war-like pronouncements, and then, 4) watch the Western powers and the UN run in and force Israel to concede territory and sovereignty, "for the sake of peace."

The Moslem world has our number and they are dialing it regularly!

This Spring we have seen three more suicide bombings in Israel; petrol bombs thrown at vehicles, one forcing a bus full of Israeli soldiers over a ravine; mass riots in the territory under Palestinian Authority control; the Arab League adopting a resolution calling on the Moslem world to re-establish the boycott against Israel; denunciations by Arab leaders against Israel; war-like pronouncements from Egypt and other Arab leaders; a trip by King Hussein to Washington; and then the ritual visit to Washington by Israeli Prime Minister, Benyamin Netanyahu, to get scolded by the U.S. government about building on Har Homa and then coerced to give the Palestinians something else they really want.

The Inevitable Conflict

Israel is always the one being severely criticized by the media and by world leaders for exacerbating the situation in the Middle East and jeopardizing the "Peace Process"-never the Palestinians who are attacking or their leaders who are inciting. Now, Israel is being accused of bringing the world to the brink of war over Har Homa by insisting on Israeli sovereignty over Jerusalem. However, the crux of the conflict is the fact that a sovereign Jewish state in the middle of the Islamic world is seen as an affront by Islam. The Islamic world can never reconcile itself to Israel and sooner or later it will come to a head.

Avraham Tal, a columnist for Israel's "Ha'Aretz" newspaper, wrote on April 2, 1997: It is easy to claim that the Netanyahu government is responsible for the crisis in relations with the Palestinian Authority. If it had refrained from sending the bulldozers up to Har Homa and had offered a more generous phase to the Palestinians, the attacks and the riots would not have occurred; the investors and the tourists would continue to arrive; and life would go on-more or less-as normal. It is easy to claim this, because it is true. But the question is whether the crisis would have been avoided or just merely postponed, only to come upon us in the not-too-distant future, with or without Netanyahu.

"The drafters of the Oslo Accord erred in assuming that negotiations and concessions would lead to reconciliation and to concessions on the other side. The opposite is true: they gave rise to increased expectations and more forcefulness in the demand to implement them. The current crisis can be eliminated at the price of halting construction on Har Homa and promising a generous second phase. The confrontation can be postponed in the coming months through significant concessions in implementing the rest of the interim agreement. However, every crisis that is prevented will only be postponed to the next stage of negotiations; and in every crisis the threat of terrorism will hover over us, riots will take place at roadblocks, and the Arab states will stand united behind the Palestinians and exert political and economic pressure, as they are doing in the wake of the Har Homa crisis.

"In retrospect, there is a link between the pace of Israel's concessions on territories and authorities and the amount of tension in relations with the Palestinian leadership. As long as Israel fed the process with concessions, tension and conflicts were prevented. This would hold true in the future as well: continued calm in the process is conditional on Israel's readiness to continue feeding it with withdrawals and other concessions.

"The events happening now enable us to see what is anticipated, like in a crystal ball. It is possible that the Netanyahu government brought the confrontation closer, but if so, it only brought closer the inevitable. From Israel's standpoint, the question is when, and from what lines, is it preferable to arrive at the moment of truth."

Where will this all end? Surely the climax of the Arab-Israel conflict will be over Jerusalem-two opposing forces want the same territory, and now, the same capital city.

The Battle for Jerusalem

The battle for Jerusalem is now very real. At the height of the riots, subsequent to the start of the Har Homa building project, my family and I were eating dinner with CNN on in the background. We saw the scenes of rioting youths, tear gas, gun fire, Israeli troops, and Palestinian police all caught in a web of violence. However, unlike you, all of this was happening just over the hill from our house. It was rather surreal as we sat eating dinner in an envelope of apparent peace and tranquility, watching violent scenes that seemed a continent away - yet knowing it was all happening just over a mile away.

The Bible is not silent on the subject. Read the prophet Zechariah 12:2-9, and see the prophecy of the future war over Jerusalem, complete with UN sanctions as all nations work together to lay siege on Judah and Jerusalem to force concessions from the Israeli government. However, the Messianic promise is that God will prevail, His people Israel and Jerusalem will survive, and God will judge those who came against His people Israel and His plan for His nation (see Zechariah 14).

The injunction to " "Pray for the peace of Jerusalem"" (Ps. 122:6) is needed now, more than ever-not for a man-made peace, but for God's peace to prevail.

CHRISTIAN AND JEWISH RIGHTS UNDER JORDAN: 1948-1967

In 1990, liturgical church leaders in Jerusalem remarked that "the integrity, cultural and religious autonomy of the Christian, Armenian and Moslem Quarters of the Holy City" had been "honored by all previous rulers of Jerusalem." History reveals that it was terrible for the Jews and not at all good for Christians under Jordanian Moslem rule.

The church leaders did not mention the integrity of the Jewish quarter, because it was destroyed. After 1948, the Jordanians attempted to obliterate the Jewish presence and signs of Jewish identity from the Old City, including the destruction of 53 synagogues along with Jewish academies and libraries. They built a road through the Jewish cemetery on the Mount of Olives, and used Jewish gravestones as paving material and lavatory seats in Jordanian camps. The Jordanians even evicted the Jewish residents of the Old City and subsequently prevented Jews and Israeli Moslems from entering the Old City to pray at their respective holy sites.

As for the Christians, in 1965, a Jordanian ordinance was enacted curtailing the further acquisition of land or property by Christian institutions in Jerusalem. Prior to this, Christian schools had to be closed on Fridays (the Moslem holy day), and they were required to have their Christian students taught the Koran by Moslem teachers. Mosques were built next to churches to prevent the expansion of the Christian churches. Even the members of the Order of the Church of the Holy Sepulcher were ordered to become Jordanian citizens in a law passed in 1958, although they had maintained their Greek citizenship since the Order was founded in the 5th century.

Yasser Arafat signed his first peace agreement with Israel (the Oslo accord) in September 1993. He signed a second peace agreement (the Gaza-Jericho accord) in May 1994. He signed a third peace agreement (Oslo II) in September 1995. He signed a fourth peace agreement (the Hebron accord) in January 1997. And last week he signed the document negotiated at the Wye Plantation, his fifth peace agreement with Israel in five years.
Arafat has reaped a rich bounty from this peace process. He rules his own quasi-state, the Palestinian Authority. Nearly all of Gaza is his, and every major town on the West Bank -- and more land is to come. He enjoys international deference and prestige. He has a well-armed police force and millions of dollars. He controls Palestinian newspapers, radio, and TV. He is immune from prosecution for his many crimes, which include the murder of children. He has been awarded the Nobel Prize.
All through the years of peacemaking with Israel, Arafat has repeatedly made clear just how far his vision of coexistence extends. He made it clear again on Oct. 22.
Even as the negotiations were underway in Maryland, Palestinian Authority police were arresting six Arabs from the village of Waladja, near Bethlehem on the West Bank. They were seized for engaging in behavior that is forbidden in Arafat's kingdom -- they had paid a condolence call on the family of Itamar Doron, a 25-year-old Israeli Jew murdered a few days earlier while bathing in the stream at Moshav Ora. Other residents of Waladja protested. The six, they said, had no right to visit the grieving family "in the name of all the village." Arafat's Fatah organization announced that while murder should be condemned, there must be no condolence calls by Palestinians to Israeli homes.
Such is the nature of peace in Arafat land.
The road from Oslo has led to calamity. What Israel offered was land for peace. The exchange it got instead was land for terror: More Israelis have been blown up and gunned down by Palestinian terrorists in the five years of "peace" than in the previous 15 years.
Israel has exchanged land for threats: Farouk Kaddoumi, head of the PLO's political bureau, vowed on Oct. 14 that the Palestinians will follow up their declaration of a state next May by launching "the battle against Israeli forces" to eradicate "the Israeli presence on Palestinian lands." Kaddoumi is seen by many as Arafat's most likely successor.
Israel has exchanged land for antisemitism: The largest newspaper in the Palestinian Authority, Al-Hayat Al-Jadida, writes that Hitler's persecution "was a malicious fabrication by the Jews." That "Jewish control over the mass media has . . . put a pleasant face on the vile image of Jews." That "Jews spread prostitution as a means of plunging the world into decadence, abomination, and corruption."
Israel has exchanged land for incitement: Fiery sermons in Palestinian mosques preach jihad against the Zionists. Schoolbooks exhort children to "gather for war with red blood and blazing fire" and assign essays on the question, "Why must we fight the Jews and drive them out of our land?"
Land for peace? Israel surrendered land and was paid back in hatred. The Center for Palestine Research reports this month that 51 percent of the Palestinian public supports acts of violence against Israel. If those are the sentiments of Israel's peace partners, how must its enemies feel?
The accord that Benjamin Netanyahu brought back from Wye is worse than the deals negotiated by Yitzhak Rabin and Shimon Peres. Not just because Arafat will again be paid in land for promises he has broken over and over. Not just because the language is so full of fuzz and loopholes that it makes a farce of the "reciprocity" Netanyahu insisted would be his irreducible minimum.
What is most alarming about this latest agreement is that there is no Likud Party to oppose it. Netanyahu and his foreign minister, Ariel Sharon, have acquiesced in an accord that would have had them screaming had it been signed by their predecessors.
Peres was deposed as prime minister because most Israelis didn't trust him to keep them safe. Now Netanyahu has agreed to terms that even Peres never swallowed -- for example, letting the Clinton administration, not the Israeli government, be the sole judge of Palestinian compliance. The administration that couldn't stand up to Saddam Hussein, that had no idea India was about to go nuclear, that was stunned when North Korea launched a missile over Japan, and that has lurched from empty threat to empty threat in Kosovo is now going to crack down on Arafat's violations?
The language of the Wye Memorandum is plain. It does *not* say, contrary to media reports, that the Palestinian charter calling for Israel's destruction is to be annulled. It does not say that Arafat's police force is to be reduced. It does not say that terrorist murderers will be extradited to Israel or imprisoned by the Palestinian Authority.
The only sure consequence of Wye is that Israel will yield more land and Arafat will demand still more. Eventually Israel will refuse to give, but by then the State of Palestine -- with its Arab allies -- will be ready to take.
For the fifth time in five years, a peace agreement has been signed that brings war closer. There is a reason Arafat wore battle fatigues to the signing ceremony.
