USCNS/21 RECOMMENDATIONS

The following are the January 31, 2001 Road Map
for National Security: Imperative for Change,
The Phase III Report of the U.S. Commission on
National Security/21st Century, (USCNS/21)
recommendations at Appendix 1, pp. 118 - 123. In
the original, the recommendations are color-coded
to indicate implementation means by either
Congressional action, Executive Order or by the
head of an Executive Branch department or agency,
or by the Congressional leadership.

The importance of these recommendations lies in
the fact that the policies being enacted by the
Bush administration were planned before he was
elected. This is the blueprint of his
administration (and would have been the blueprint
of Al Gore's administration had he been elected).

These policies are not the result of the 9/11
attack. That is just providing justification for
the implementation of "recommendations" created
during the Clinton administration.

Note, the Commission Report states that it was to
be "Embargoed until Jan. 31, 2001."
